Approving the 2007 Consolidated One-Year Action Plan contracts and authorizing the Director of City Development to execute contracts totaling $798,658.00 for various agencies responsible for implementing the Action Plan for the U.S. Department of Housing and Urban Development for the 2007 Community Development Block Grant funds and 2007 HOME Investment Partnership Program funds.

Louise Christian, NCS, gave and overview of the one-year action plan required for funding from the U.S. Department of Housing and Urban Development. She also listed the agencies that would benefit from the funding.

Estimating revenue in the amount of $135,500.00 in the General Fund for background check fees and authorizing payments to contractor for background check services.

David Park, NCS, explained that background checks are required for each applicant and the cost for processing them would be an estimated $135,000 through fiscal year 2008. This ordinance will establish accounts to hold monies for that purpose.

Authorizing acceptance and approval of a Health Care Foundation of Greater Kansas City grant through a one-year contract in the amount of $75,000.00; estimating revenue and appropriating the sum of $75,000.00 to the 08 Health Care Foundation Grant account in the General Fund; designating requisitioning authority; and directing the City Clerk to file the attached contract with the appropriate offices.

Nancy Leezer, MCI and Debbie Keenan were both present to testify on the ordinance. They explained that the ordinance would provide for intake assessments for women in MCI. It would also allow case management counseling and group educational workshops as well as connecting inmates to community resources. This grant will complement services provided by Veronica's Voice a group dedicated to helping women escape the porn and prostitution industry, UMKC School of Social Work, TMC Behavioral Health to name a few. On average 1600 inmates both women and men benefit from the services.

Authorizing the acceptance of a $148,500.00 grant award from the U.S. Department of Housing and Urban Development to provide funding to support special projects in the Columbus Park Neighborhood; authorizing execution of a contract in the amount of $148,500.00 with the Land Clearance for Redevelopment Authority to provide resources to support the redevelopment efforts in the Columbus Park Neighborhood; increasing revenue in the amount of $148,500.00 in the Economic Dev Initiative Fund; increasing appropriations in the amount of $148,500.00 in the Economic Dev Initiative Fund; and designating requisitioning authority.

Louise Christian and Joe Egan stated that the grant received through this ordinance would aid in development for Columbus Park and the Guinotte project.

Authorizing a first amendment to the Agreement for Installation of Streetlights with the Gracemor-Randolph Community Council, dated September 26, 2001, for the purpose of modifying the sum to be contributed to the City and reducing an appropriation in the amount of $120,000.00 in the Streetlight GO Bond 2002A Fund; designating $250,000.00 of sanitary sewer funding in the 2004 General Obligation Bond Fund for the Bannister Acres Sanitary Sewer Project as an additional City contribution.
