Authorizing execution of a Rental Car Concession Agreement with the Hertz Corporation at the Charles B. Wheeler Downtown Airport.


AVIATION COMMITTEE recommends "HOLD ON AGENDA (1/11/2006)"
This item was to be held on the agenda until the next Aviation meeting. There were corrections to the wording that needed to be done.

Authorizing a General Services Contract with Sprint Missouri, Inc., for Contract No. C200060 to provide communication services for Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $840,000.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Phil Muncey, Deputy Director for Aviation explained the reason for the ordinance. The ordinance is dealing with routine maintenance coverage for telephone lines. The contract would also compensate Sprint for any add ons. The contract is for 3 years.

Authorizing a new Lease with Executive Beechcraft, Inc., at the Charles B. Wheeler Downtown Airport.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
According to Phil Muncey, Deputy Director for Aviation , this ordinance would return 12 acres of land back to the Aviation Department. The property is located at the Downtown Airport. Mark VanLoh, Director of Aviation, continued by explaining that the property would be used for revitalization efforts at the Downtown Airport. The plans include constructing new hangers and a restaurant on the property in question. Upon completion there should be space to house up to 150 small aircraft inside and 100 aircraft outside the facilities. There is also plans for putting in a fuel station for the convenience of the aircraft operators. The total construction should be finished within a 5 year period.

Authorizing a Consolidated Bus Services and Lease Agreement with KCI RACs, LLC at the Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Phil Muncey, Deputy Aviation Director, explained that this ordinance was for an agreement for business services at KCI. The creation of an LLC between 9 rental car agencies will allow for the business to provide bus services to all terminals at KCI. The LLC will operate the services for the rental car agencies. Dorothy Campbell, Assistant City Attorney, explained that any car rental agency that is not a member of the LLC would have the opportunity to become a member of the LLC at a future date, if they choose to do so. The employees hired by the LLC would be individuals who have a background in ground transportation. Councilwoman Becky Nace suggested that there be some type of criteria set for customer services. Councilman Alvin Brooks suggested that the Human Relations Department monitor this activity for affirmative action as the contracts are being awarded and personnel is being hired.

Authorizing a $6,000,000.00 Tenant Reimbursement Agreement with KCI RACs, LLC for Project No. 62030248 – Rental Car Bus Facility at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $6,000,000.00.


AVIATION COMMITTEE recommends "DO PASS"
Phil Muncey, Deputy Director of the Aviation Department, stated that this ordinance would allow the department to reimburse the rental car agencies for the construction of the rental car facility. Money collected by the agencies would be turned over to the City. In turn the money would then be used to fund the building of the facility.
