Estimating revenue and appropriating funds in the amount of $380,000.00 in the Community Development Block Grant Fund; amending the 2020 One Year Action Plan; authorizing the Director of Neighborhoods and Housing Services to enter into a contract with Primetime Contracting Corporation for construction of a parking lot at 27th and Olive Street; and recognizing this ordinance as having an accelerated effective date.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "ADVANCE AND DO PASS, DEBATE"
Jennifer Tidwell, Neighborhood and Housing Services, spoke to this ordinance. This will amend the 2020 One Year Action Plan and add $159,000 to move forward with the contractor’s execution to cover the increase in the construction costs. Key Coalition is a partner with this project, there will be minor home repair which is part of the revitalization of the area.

Accepting and approving a Central City Economic Development Funding Agreement with Urban Neighborhood Initiative for the funding of site work and infrastructure for affordable single-family owner-occupied houses in Kansas City, Jackson County, Missouri in the amount of $250,000.00 from previously appropriated funds.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "ADVANCE AND DO PASS, DEBATE"
Shontrice Patillo, Neighborhood & Housing Services, provided a presentation to this ordinance. These funds will be used to prepare the site for construction by removing and/or trimming trees, site grading, erosion control, repairing, retaining walls and sidewalks and professional services required to combine lots for 30 single-family homes.

Accepting the recommendation of the Central City Economic Development Sales Tax Board and authorizing the Director of Neighborhoods and Housing Services to enter into a contract with Community Capital Fund (CCF) in the amount of $500,000.00 to provide immediate relief within the Central City Economic Development (CCED) Sales Tax District from extreme economic hardship as a result of the COVID-19 pandemic.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "ADVANCE AND DO PASS, DEBATE"
Jennifer Tidwell and Shontrice Patillo, Neighborhood & Housing Services, provided a presentation to this ordinance. This will fund essential services to residents who live in the district. Essential services include providing immediate liquidity to residents to cover rent mortgage expenses, utility payments, access to food, and/or hotel and transportation expenses. This will also support Neighborhood Preservation efforts by providing property maintenance services for at-risk populations within the service area with the goal of preventing codes violations for residents unable to address necessary upkeep of homes and property. Ultimately, the funding will be to preserve the tax base of the district, foster spending within its boundaries, reduce vacant residences, and overall preserve economic development.
