Authorizing acceptance and approval of a home weatherization grant from the Missouri Department of Natural Resources for the 2009 and 2010 Program Years in the amount of $1,199,887.00; estimating revenue and appropriating the sum of $1,199,887.00 to the Home Weatherization DNR account in the Special Housing Rehabilitation Loan Fund; and designating requisitioning authority.


HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Bob Jackson, Housing Department, stated that there would be three counties Clay, Platte and Jackson that funding would be funneled through based on low income standards set by HUD. The estimated household income is $40,000 for a family of four. This amount represents an increase of income standards set by HUD. The funds will be distributed on a first come first served basis with the priority on serving the elderly.

Authorizing the Director of Housing and Community Development to enter into contracts up to $1,952,720.00 with various organizations to provide planning, public facility and housing and economic development services from Community Development Block Grant and HOME Investment Partnership Program funding approved in the 2009 One Year Action Plan.

Dan Schmelzinger, Housing Department, was present to testify on the ordinance and stated that all the organizations listed had already been approved by the committee.

Estimating additional revenue and appropriating funds in the amount of $479,498.00 in the Community Development Block Grant Fund and $549,763.00 in the Home Investment Partnership Grant Fund; and designating requisitioning authority.

Dan Schmelzinger, Housing Department, explained that this ordinance would be an increase in funds. He said that when the process began the department didn't know exactly how much funding they would receive so estimates were used but now that those numbers are in this ordinance reflects those numbers and contracts can be signed.

Appropriating $439,940.97 in the 18th & Vine Capital Projects accounts of the Housing and Urban Development Department Section 108 Loan Fund and designating requisitioning authority.


HOUSING COMMITTEE recommends "DO PASS"
Julie Stinson, Budget Office, explained that the ordinance would allow previously allocated funds to roll forward for rehabilitation projects for a building near 18th Street and Vine. The Building is in disrepair and is becoming dangerous. It is not designated National Historic property but it is of local historic significance there for the Landmarks Commission would like to preserve the front of the building but three of the walls will have to be repaired are replaced. Councilman Ford express concern that a building in such disrepair should be demolished. Ms. Stinson said that because of its historic significance it was determined that they should save the building. There are no potential tenants at this time.
