PLANNING AND ZONING COMMITTEE recommends "ADVANCE AND DO PASS"
Don Palmer, Public Works Department, stated this ordinance would approve the plat of Brookwood Heights. CPC recommended approval and the city engineers have checked the grades and closures. The staff recommends approval of the plat. Sam Aylett, representing Phillips 66, requested this be advanced and passed.

RESOLUTION - Appointing Lyle Porter to the Board of Directors of the Industrial Development Authority of Kansas City, Missouri.


PLANNING AND ZONING COMMITTEE recommends "HOLD ON AGENDA"
Robert Collins, City Development Department, stated this resolution would appoint Lyle Porter to the IDA Board. Mr. Porter would replace a person who was appointed in error in the last resolution approved.

Approving the plat of Holmes Road Center Lot 1, an addition in Kansas City, Jackson County, Missouri; accepting various easements; recommending grades on public ways; authorizing the Director of Public Works to execute certain agreements, and authorizing the City Clerk to file this ordinance and attached agreements.


PLANNING AND ZONING COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Don Palmer, Public Works Department, introduced a committee substitute for this ordinance. This ordinance will approve the plat of Holme Road Center Lot 1. It has been approved by CPC and city engineers have checked the grades and closures. The staff recommends approval of this plat. Loren Gray, representing the owners of this property, requested this ordinance be advanced and passed.

Amending Chapter 39, Code of General Ordinances, Kansas City, Missouri, commonly known as the Zoning Ordinance, by repealing Section 39.190, District M-2 (Heavy Industry) and enacting in lieu thereof a new section of like number and subject matter.

Patty Elbert, City Development Department, stated an amendment was made to this ordinance in part 1 under Section a so that the language is more concise and clear. Councilman Hernandez said that Councilman Bryant, the sponsor of this ordinance, is in support of this amendment. Bill Detrich, attorney representing a number of individuals, spoke in favor of this ordinance.

RESOLUTION - Approving the appointment of Lillis Beihl to the Kansas City, Missouri Port Authority Board of Commissioners for term ending March 1, 1993.


PLANNING AND ZONING COMMITTEE recommends "HOLD ON AGENDA"
Robert Collins, City Development Department, stated this resolution would appoint Mrs. Lillis Beihl to the Port Authority Board. Collins said the appointments are made according to political party. Democratic and Republican must be equal within one.

RESOLUTION - Approving the Seventeenth Year Community Development Plan; authorizing the submission of the Seventeenth Year Plan application; certifying the application; and referring any appropriation ordinance or program contract to the Plans and Zoning Committee.


PLANNING AND ZONING COMMITTEE recommends "IMMEDIATE ADOPTION"
David Bower, Housing and Community Development Department, stated this resolution will authorize the submission of Year 17 Community Development Block Grant Program. The committee has had presentations and testimony on this program for the past two weeks. Mr. Bower requested this resolution be advanced so the plan can be submitted next week.

Repealing Ordinance No. 63830 with respect to the Universal Flood Protection Tax Increment Financing Plan; accepting the recommendations of the Tax Increment Financing Commission as to the Universal Floodwater Detention Tax Increment Financing Plan; declaring the redevelopment plan area a blighted area; approving the Universal Floodwater Detention Tax Increment Financing Plan; approving and designating a redevelopment project area (Phase I); adopting tax increment financing with respect to said redevelopment project area; approving Universal Land Development Co., Ltd. as the developer; approving an agreement with the Tax Increment Financing Commission of Kansas City, Missouri; authorizing the execution of a development contract; and designating the Director of Finance as requisitioning authority.

Patty Elbert, City Development Department, presented a committee substitute which revises the conditions. Mark Bunell, Tax Increment Financing Commission and Economic Development Corporation, stated the conditions should not be included in the ordinance, but in the plan itself. Bunell suggested platting and rezoning. Also the drainage plan can be done at the completion of each phase of this project. Chairman Hernandez suggested this be held so a working session could be scheduled to work out some differences between the committee, staff and the developer.

Councilman Hernandez stated he had received a petition of opposition and requested this be held so property owners could be contacted to testify before the committee.
