Authorizing the Manager of Procurement Services to execute a contract amendment with Kone, Inc., for elevators, escalators and walkway maintenance services at various City-owned facilities with such funds that are appropriated in the City budget; authorizing the Manager of Procurement Services to further amend the contract; and recognizing this ordinance as having an accelerated effective date.

Darrell Everette, Procurement Services, gave the presentation for this ordinance. This ordinance authorizes the City to spend more than $1,000,000.00 for elevator & escalators and walkway maintenance and services at various City-owned facilities with funds previously budgeted by departments. It also authorizes to further amend the contract and to exercise an additional one year renewal option without council authorization.

Estimating and appropriating $1,500,000.00 in the Taxable Series 2019A Special Obligation Bond Fund; designating requisitioning authority for expenditures for City Market Walnut Street infrastructure; authorizing the Director of Finance to close project accounts upon completion; and declaring the City’s intent to reimburse itself from bond proceeds.

RESOLUTION - Directing the City Manager to engage in discussions with Friends of the Zoo, Inc., to identify all potential funding sources, both private and public, for the purpose of constructing a new, world-class aquarium at the Kansas City Zoo.


FINANCE AND GOVERNANCE COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Todd Lasalla, chair of the board for Kansas City Zoo, spoke on behalf of this ordinance. This project is an economic development driver for the City and seeks all potential funding sources, private and public, with the purpose of constructing a new, world-class aquarium at the Kansas City Zoo. It will create 100 jobs opportunities and creates a great touristic impact to Kansas City.

 1.The city auditor will discuss the City Auditor’s Office budget and staffing.
 
 Dough Jones, City Auditor's Office, gave the staff presentation for this report. This report presents the significant budget and challenges that the City Auditor's Office cannot resolve without Council support. According to Government Auditing Standards these are threats to independency, guidance from the association of local Government Auditor notes that audit function funding decisions should not be under management's control. legislation is needed to mitigate threats and ensure ongoing independency
 
 2.There may be a general discussion regarding current Finance and Governance Committee issues
 
 3.Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
