PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Tim Parks, City Development, testified that the ordinance would allow a single family lot. there are several variance from the zoning for this are in the plan. He explained that because of those variance it is neccessary to approve this ordinance.The Zoning for the area dictates that there should be lots of no less than four acres. However this plan for a single family home does not meet that requirement. There are a total of nine variances or condiction, the developer has agreed to all of them and staff recomends approval.

Approving a Community Unit Project on an approximately 86.9 acre tract of land generally located on the north side of N.E. 106th Street, approximately 700 feet west of N. Woodland Avenue. (11671-CUP-2)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Patricia Noll, City Planning, explained the proposed plan for 145 single family homes and 164 Multi family units. The proposed plan would be know as Tower Place. The ordinance also seeks to rezone approximately 209 acres of the plan. There are 26 condictions and the developer has agreed to them all. Staff recommends approval with condiction meet. There were no known opponents to the plan. The representative for the applicant Rick Owens stated that the developer concept ffor this large project including the large green space was to allow connectiveness to home owners and apartment dwellers with shared facilities such as pools, road ways and walking trails. Councilwomen Saudra Mcfadden-Weaver asked about the cost per unit. Tom Beckermeir stated that the price range would have a large range as the apartment units, townhouse and single family units would vary in size and ammendities but generally speaking 200, 000+.

Approving a development plan in District URD (Urban Redevelopment District) on approximately a 217.62 acre tract of land generally bounded by Front Street on the south, Universal Avenue and Reynolds Avenue on the west, the Missouri River on the north and I-435 on the east. (10333-URD)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
John Eckhart, City Development, address a rezoning and TIF funds. The rezoning would allow the general use to go from office to light industral. The would in turn allow for the expansion of a warehouse. He explained that there had been some delay in proceeding with the project due to the zoning issues and a delay in funding for a pump station that is a condiction in the ordinance. Staff supports the change and developer agreed to the condictions. Councilman Nash suggested that the item be held to allow further review by the Plan Commission. Council women Cooper suggested moving ahead with the ordinance. Citizen Shirkia Uganisha, requested an explaination of how this project would benefit taxpayers. The representative for the developer stated that teh project would off set taxes and create jobs. Laura Whitner added that the area was declared blighted and quailifies for TIF funding.

Larry Stice, City Development, explained that the ordinance allowed the vacation of Grand Blvd. and McGee St. viaducts south of 20th St. This vacation would also allow development of the Westtern Auto PIEA plan for residential and commercial uses.

Larry Stice, City Development, explained the ordinance would allow the vacation of the West Bottoms between 8th and the Lewis and Clark Viaduct. The would in turn allow the development of the New Faultless Starch Facility. The preliminary plan includes a new building of approximenately 100,000 square feet on the north side of 8th side, overlying the existing Jarboe St. right of way. The applicant is Planned Industrial Expansion Authority.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Planning,Indicated that items 031216-1218 were related to the St. Lukes Hospital project. The first item deals with the purchase of property for the improvements to St. Luke's. There is one owner of property that has not agreed to sale but it will not adversely affect the project. Item 031217 deals with the traffic study that was recommended by the City to determine what changes if any were needed to successfully complete the project with the best traffic flow.The last item 031217 deals with the vacation of property between 44th Terrace and Broadway and Wornall. This also is apart of the St. Luke's Hospital improvements. The was some discussion of the security and safety during construction. Staff recommended approval with condiction and the developer agreed.

Mike Burke, representative for the developer indicated that the developer was pleased with the staff cooperation and requested advancement.

Laura Whitner, TIF, stated the the New England National Bank Building TIF plan area is located at 21 West 10th St. in the Central Business District of Kansas City, Mo. This ordinance would allow a change in the land use for the over all project from commercial to mixed-use commercial and residential and to adjust the estimated projet cost.
