Lee Dixson, Public Works Department, gave an overview of the ordinance. He stated that the ordinance is the monthly easement.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0308, rezoning an area of approximately 7.8 acres generally bounded by Westport Road on the north, 43rd Street on the south, Bridger Avenue on the west and Mill Street and Washington Street on the east, from Districts R-3 (Low Apartments), R-4 (Low Apartments), C-2 (Local Retail Business) and M-1 (Light Industry) to District URD (Urban Redevelopment District), and approving a development plan for the same. PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Larry Stice, City Development Department, stated that the ordinance will allow a development of a 25,00 square foot grocery store "Wild Oats". The plan is within the Westport & Mill Urban Renewal Plan. The final site design, including signage, building elevations, materials and landscaping will be administered by City Development.

Approving an amendment to a previously approved preliminary plan in District C-3a2-p (Intermediate Business - High Buildings - Limited District) on approximately a 31.9 acre tract of land generally located at the southwest corner of Missouri Route 152 (Barry Road) and Interstate 35. (9815-P-42)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
John Eckardt, City Development, gave an overview of the project. He stated that the preliminary plan amendment is located at Missouri 152 and I-35. The applicant is requesting approval of the plan to remove the existing Country Kitchen restaurant for the expansion of the Walmart Store and parking areas. Councilwoman Cooper expressed concerns regarding the demolition of Country Kitchen. Committee recommended approval of the ordinance.

Authorizing execution of an Option to Renew a Lease Agreement with K.C. Partners for a term of one year at an annual rate of $41,534.86, for office space, utilities, janitorial and common charges for a building located at 324 East 11th Street, 25th Floor, Kansas City, Missouri.

Don Hodges, City Development Department, stated that approval of the ordinance will renew an additional year for the FOCUS staff. The agreement is with K.C. Partners The lease of for one year with the option to renew for three years. Committee recommended approval of the ordinance.

Approving the development plan submitted by the Henry Hotels Redevelopment Corporation on approximately a 1 acre tract of land generally located at the northeast corner of 46th Terrace and Broadway Avenue; declaring the area included in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; authorizing the Director of Finance to enter into a contract with the Henry Hotels Redevelopment Corporation; and authorizing certain tax abatement within the plan area.

Lee Dixson, Public Works Department, testified on the ordinance. He stated that the development is for a 24 lot development. All of the grades and closures have been checked and he recommended approval of the ordinance.
