Lisa Briscoe, City Planning & Development Department, stated the initiative is the first step toward implementation of the Focus Kansas City Preservation Plan. Specifically promoting heritage tourism through economic development. Since 1999 staff has been giving updates regarding the implementation. She gave detailed background information regarding the project. The ultimate goal a conclusion of the planning process is to give birth to the concept and for the City Planning Development Department to hand it off to new ownership, that would likely be partnership from Mid America Regional Council other counties and cities within the metropolitan area that the city would help foster and create. Committee recommended approval.

Councilman Ford stated that Gracemore has contributed $360,000 which is about one-third of the cost of the upgrade. He and Councilwoman Loar are willing to commit and equal amount in PIAC (Public Improvement Advisory Committee) funds from the first councilmanic district. Resolution 011077 and ordinance 011078 are related cases. Dion Walron, Public Works Department, stated that the project would authorize the council to approve the funding for the project upgrading the street lights. The light that are going in under the present project would have been wood and underground. With the change order it will allow the city to fund a change order request with Kansas City Power & Light who will upgrade to steel poles with underground wiring. Councilman Ford expressed concerns regarding the cooperative agreement. Debra Herman, President, Gracemore Randolph Community council, spoke in support of the ordinance. The agreement is agreeable to the neighborhood.
