RESOLUTION - Directing the City Manager to make recommendations to the City’s existing CID policy to address recently proposed community improvement districts and the City’s general oversight role; directing the City Manager to engage public stakeholders to inform his recommendations; directing the City Manager to recommend a comprehensive and consolidated CID policy; and directing the City Manager to present his recommendations to City Council by September 1, 2020.

Kerry Tyndall, City Managers Office, provided a presentation to this ordinance. This resolution will direct the City manager to assess multiple CID’s overlapping one property and/or overlapping with existing taxing districts, tax competitive disparities related to CID sales taxes and single beneficiary CIDs and their benefit to communities as a whole. There will also be recommendations for a comprehensive CID policy, consolidating prior policy and resolutions, blight finding standards and remediation plans, improvements to oversight and transparency of CID activities and compliance with reporting obligations while engaging existing CIDs, affected communities, neighborhood and community associations, NP&D committee and City Council. Accepting and approving a $299,967.00 grant from the U.S. Department of Health and Human Services to provide medical care and support services as it relates to COVID-19 for persons living with HIV/AIDS in the Kansas City area; estimating and appropriating $299,967.00 in the Governmental Grants Fund;; and designating requisitioning authority.

Samantha Hughes, Health Department, provided a presentation to this ordinance. This contract will ensure all residents living with HIV/AIDS within the 11 county Kansas City Transitional Grant Area (KC-TGA) have access to medical care and support services as it relates to COVID-19. The KC-TGA area consists of Cass, Clay, Clinton, Jackson, Platte, Lafayette and Ray counties in MO and Johnson, Leavenworth, Miami, and Wyandotte counties in KS. This grant will be effective from April 1, 2020 through March 31, 2021.

Authorizing the City Manager to execute an Intergovernmental Cooperative Agreement with the Port Authority of Kansas City, Missouri for the conveyance of certain real property located in the River Market and generally bounded by 4th Street on the north, 5th Street on the south, Main Street on the east, and an access alley on the west; and authorizing the Director of General Services to execute such deeds and other documents as may be necessary for the conveyance.

– Kerry Tyndall, City Manager’s Office, provided a presentation to this ordinance. This agreement proposes that the City work cooperatively with PIEA to remove this parcel, located in the River Market, from a lease in effect until 2025 and convey the property ownership to PortKC for $10 to facilitate the redevelopment of the site into a 300 unit residential mixed use project that includes 450 parking space garage which would include 160 replacement parking spaces and 45 units of affordable housing in conjunction with other redevelopment activity currently being considered by PortKC in the riverfront district. This project will include the developer Flaherty & Collins as a development partner. This item will be held on Agenda until Wednesday May 13th 2020. Taking certain actions and approving various modified economic development incentives in relation to the redevelopment by Delta Quad Holdings, LLC of the vacant structure and related facilities formerly occupied by the Federal Reserve Bank of Kansas City at 925 Grand Boulevard previously approved by Committee Substitute for Ordinance 160163, including accepting the recommendations of the Tax Increment Financing Commission of Kansas City, Missouri as to the findings related to a First Amendment to the Grand Reserve Tax Increment Financing Plan; approving the First Amendment to the Grand Reserve Tax Increment Financing Plan; reaffirming the approval and designation of Redevelopment Project Area 1 as a Redevelopment Project and the adoption of tax increment financing therefor; approving modified additional financial assistance for the Redevelopment Project and authorizing the City Manager to enter into an amendment to a previously executed Sales Tax Contribution Agreement in furtherance of such purpose; amending and restating an Industrial Development Plan previously approved by Committee Substitute for Ordinance 160163 for the purpose of the renovation, construction, furnishing and equipping of a service facility which provides interstate commerce and a commercial project; authorizing and approving various agreements for the purpose of setting forth covenants, agreements and obligations of the parties; authorizing the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $135,000,000; authorizing and approving certain other documents and actions in connection with the issuance of said bonds; authorizing the construction of certain public streetscape in the public right of way; and directing the City Clerk to transmit copies of this ordinance.
