Approving various Traffic Regulations in compliance with Chapter 70 of the Code of Ordinances.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Sherri McIntyre, Director, Public Works, testified that the purpose of the Ordinance would be to approve Traffic Regulations Number 62353 through 62418, 62420 through 62460 and 62462 through 62466 inclusive. These Traffic Regulations have been published and tested for a ninety day period in accordance with Sections 70-38 (b) and (c) of the Traffic Code. This Ordinance will make these Regulations permanent.

Authorizing the execution of a Pavement Evaluation and Right-of-Way City-Owned Asset Collection Program; authorizing the Manager of Procurement Services to execute a $479,000.00 contract with Stantec Consulting to provide for the implementation and maintenance of the program; and authorizing the Manager of Procurement Services to exercise all remaining renewal and other options in the amount of $986,000.00.

Sherri McIntyre, Director, Public Works, requested authorization for execution of the program for the Pavement Evaluation and ROW City Owned Asset Collection System.This will include the purchase of the professional services and additional hardware.

Amending Chapter 76, Article II, Taxicab Code, by enacting revised and new ordinances which will lessen the regulatory burden and allow transportation network companies and transportation network drivers to continue operating in Kansas City, Missouri while continuing to provide for the public’s safety.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Jim Ready, Regulated Industries testified the Ordinance would lessen the regulatory burden and allow transportation network companies and transportation network drivers to continue operating in Kansas City, Missouri while continuing to provide for the public’s safety.. He answered questions raised at prior meetings regarding insurance coverage indicating an increase in coverage and rates. Mr. Ready also introduced Kathy, with Regulated Industries Division to answer questions regarding exclusive contracts between business (hotel or casinos) and permit holders (transportation service providers) as well as questions regarding insurance, and proposed changes to sections 7646, 7675, 108, 162, 76231, 76235, and a section to be added. The Committee Substitute imposes an effective date along with other changes. Changes proposed were rate changes, GPS tracking and recording, and adding quarterly reporting.

 1. Public Works will present the Road Diet Analysis as directed by Resolution 140982.
 
 Sherri McIntyre, Director, Public Works Department, Wei Sun and Wes Minder, also from the Public Works Department, addressed the Committee. Ms. McIntyre discussed the scope and definition of a road diet. She discussed various benefits of a road diet including improved safety for all roadway users, assisting motor vehicles by providing a center turn-lane, protecting vulnerable users such as people trying to cross the roadway and bicyclists using the roadway as well as reducing instances of aggressive speeding. Ms. McIntyre explained the criteria required for roadways to be considered for the road diet. She also discussed the results of the road diet study. The timeline to actually conduct a road diet in addition to the cost were also discussed. Ms. McIntyre discussed how the Public Works Department will ensure ample opportunity for the public to be involved with outreach such as pre-launch notification and project communications.
 
 2. There may be general discussion(s) on current Transportation and Infrastructure Committee issues.
