A committee substitute was submitted on the ordinance. City Planning & Development staff presented the project to the committee. Joe Mulvihill, Attorney, stated the ordinance will approve an amended development plan to allow construction of a 3,000 square ft. building. The revision to the development plan will occur within the main Boardwalk Square, south and east of the southern strip retail building B and north of the gasoline station.

Authorizing a $125,000.00 contract with the Community Movement for Urban Progress d/b/a Move-Up for the purpose of providing operating funds.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Stan Barrett, Housing Community Development Department, stated the ordinance will authorize a contract with Move-Up for the construction of five homes and rehab of five homes. He presented the committee with background information regarding the perspective of Move-Up. He stated in 1999 Project Neighborhood applied for designation as a CHDO (Community Housing Development Organization) who amended their by-laws to include housing as a part of their organization objectives (which is a criteria to become a CHDO). They were designated as a CHDO by the Missouri Housing Development Commission in June 1999. Housing Community Development Department staff also recommended and designated Move-Up as a CHDO. Project Neighborhood merged with AD HOC Group Against Crime who is known as "Move-Up". In the 2000/2001 Consolidated plan Move-Up requested funding as a CHDO and staff recommended them for funding. The funds were contracted out through (HEDFC) Housing Economic Development Financial Corporation and contract was executed with Move-Up. The contract is currently in operation. The contract calls for the purchase and rehab of six single family units. Move-Up will develop six new single family housing located at 20th & Olive. Move-Up has a commitment from the lender (HEDFC) to develop the homes. Councilpersons Ford & Cooper expressed concerns regarding the previously year funding. Mr. Barrett addressed their concerns. Jim Nunn, Executive Director, Move-Up, stated, although the City Council approved the funding in the consolidated plan last year a contract was not executed between Move-Up and HEDFC until September 2000. Therefore, the contract period did not start until later in the season. Prior to that time funding was supported by the Kauffman Foundation and those funds ran out in July 2000. Councilman Nash stated that Move-Up is involved in other community activities. Roy Johnson, Executive Director, Urban Housing, expressed concerns in how the city is doing business with Move-Up. Steve Gordon, Consultant, Midwest Consultants Education Institute, spoke in opposition regarding the way city staff handled funding and that Move-Up should be under the same scrutiny as the other CDC's (Community Development Corporations). Hand-outs are on file in the City Clerk's Office.

Ann Hearn, 6634 Bellefontaine, Kansas City, Missouri was the spokes person for the area residents. She gave a synopsis of a meeting that was held with the developer and applicant regarding the project. She felt that the residents were being overlooked. It was the consensus of the committee to hold the ordinance for one week.
