Authorizing a $1,000.000.00 contract amendment with the Economic Development Corporation of Kansas City, Missouri, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, the Port Authority of Kansas City, Missouri, the Tax Increment Financing Commission of Kansas City, Missouri, the Downtown Economic Stimulus Authority of Kansas City, Missouri, and the Enhanced Enterprise Zone Boards of Kansas City, Missouri, which provides for a four-month extension of the current contract and removes the Port Authority as a party to the contract.

Bob Langenkamp, City Manager's Office, testified on behalf of this ordinance. Clyde McQueen, EDC, was present to answer questions from the committee. The contract amendment extends the current contract for four months. This extension allows adequate time to negotiate a new contract and to allow EDC and the various agencies to negotiate and implement affiliation agreements. It adds $1 million to the Contract which was the amount budgeted for the upcoming year. It terminates the Port Authority as a party to the contract.

Authorizing the execution of a First Amendment to the Funding and Acquisition Agreement between the City, the Tax Increment Financing Commission of Kansas City, Missouri, the Planned Industrial Expansion Authority of Kansas City, Missouri, East Village, LLC, and Swope Community Builders to reflect a change in lease payments due the City from Swope Community Builders; and authorizing the execution of a First Amendment to the Lease Agreement with Swope Community Builders for Block 66 and a portion of Block 65.

Jacob Dobsch and Tom Coyle, City Planning, testified on behalf for this ordinance. Micheal Hunter, Mulvill and Hunter Law Firm, was present to answer questions from the committee. This ordinance will rezone the area generally located at the southeast corner of E 40th Terrace and Denton Road (4035 Denton Road) from District R-1a (one family dwellings) to District MPD (master planned development) to allow the conversion of an existing church/school on one lot to a training/trade school facility.

RESOLUTION - Amending the Plaza Urban Design and Development Plan, by changing the recommended land use on approximately 2.39 acres generally located on the east side of Broadway between W. 46th Terrace and W. 47th Street from “no recommended rezoning” to “limited redevelopment with specific guidelines.” (225-S-19).

Receiving the recommendations of the Tax Increment Financing Commission as to the Eighth Amendment to the River Market Tax Increment Financing Plan; approving the Eighth Amendment to the River Market Tax Increment Financing Plan; setting forth findings relating to the Plan; authorizing the Commission to issue obligations to finance Redevelopment Project Costs; and approving the pledge of all funds generated from Redevelopment Projects and deposited into the River Market account; and expressing the Council’s intent as to the Ninth Amendment.

The Eighth Amendment proposes revising the estimated redevelopment costs to include TIF Reimbursable Costs for Area Improvements in the area generally described as an irregularly shaped area generally bound by the Missouri River on the north, I-70/I-35on the south, Broadway Boulevard/Bridge on the west and the Heart of America Bridge/Hwy. 9 on the east, in Kansas City, Jackson County, Missouri.
