Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Section 2-1099 relating to vacation leave and enacting in lieu thereof a new section of like number and subject matter changing the amount of vacation received from weeks to hours and increasing the maximum accrual for certain employees with twenty or more years of service, and establishing an effective date.

Reducing revenue estimates in the 2019 General Obligation Bond Fund 3519 in the amount of $2,000,000.00; reducing appropriation in the 2019 General Obligation Bond Fund 3519 in the amount of $2,000,000.00; estimating revenue in the 2019 General Obligation Bond Fund 3619 in the amount of $2,000,000.00; appropriating that amount in the 2019 General Obligation Bond Fund 3619 from the Unappropriated Fund Balance; authorizing the Director of Public Works to enter into a Purchase Agreement with 103 Square, LLC, for the purchase of land in the amount of $1,799,802.36; and recognizing this ordinance as having an accelerated effective date.

 1.Staff from the Finance Department will provide an update on the Master Schedule of User Fees and Service Charges pursuant to Resolution No. 180366.
 
 Dough Jones, City Auditor's Office, gave the presentation for this report, This report reviews how the system is protecting personable identifiable information, and the recommendations toward improvement.
 
 2. Staff will present the Customer Service and Communication Goal of the Citywide Business Plan
 
 Debbie Chiu, Finance Department, gave the staff presentation on this report. This report is an update on the resolution of the user fees and service manuals. This directs the City Manager to compile, publish and maintain a comprehensive, master schedule of user fees and service charges imposed by the City.
 
 3.Staff will present the Finance and Governance Goal of the Citywide Business Plan
 
 Charles Leap, Finance Department, gave the staff presentation for this report. This report reviews the Citywide Business Plan timeline. This report shows that strategies went from 111 to 130 of which 10 are completed. Other strategies are to expand customer service and communication training form trough multiple channels, trough HR and the Education Division with proactive and positive communication.
 
 4.There may be a general discussion regarding current Finance and Governance Committee issues
 
 5.Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
