The purpose of the request is to amend the existing preliminary plan to allow the development of a 3,260 square foot bank with drive-through and a 3,753 square foot retail/restaurant building with drive-through on Lot 5, which is located at the northeast corner of the development, adjacent to the intersection of NE 96th St and N Oak Trfy. The approved preliminary plan shows only one building: a 3,800 sq. ft. bank with drive-through on this lot.

Amending Chapter 43 revising the definition of a short term loan establishment and providing for submission to the qualified voters of Kansas City for their approval at a special election called for Tuesday, April 7, 2015, the question of charging a fee for the issuance of a permit for the operation of a short term loan establishment, and directing the City Clerk to notify the responsible election authorities of this election.

He explained that short term loan companies are now classifying themselves as intallment lenders in order to avoid fees associated with operating as a short term loan company. Originally Chapter 43 excluded installment lenders. This amendment will include installment lenders.

She was joined by Vicki Noteis, Collins Noteis and Associates, and Joe Egan, Economic Development Corporation. This project was a part of the Creating Sustainable Places Initiative sponsored by the Mid-America Regional Council (MARC) funded from a HUD grant awarded to LCRA. Ms. Noteis gave several examples of why this plan should be used as a guide for future redevelopment in the Troost-Emanuel Cleaver II Boulevard area.

John Eckardt, City Planning and Development, gave the staff report on the Ordinance. The applicant for the site is the Silliman Group from New Jersey, represented by Mr. Cassel. Mr. Cassel states that within the last seven years, the group he represents has rehabilitated or constructed nearly 1,500 residential units along E Armour Boulevard, between Broadway Boulevard and Troost Avenue. These improvements include the Clyde Manor, Park Central, Bellerive multifamily housing structures located directly across the street to the north. Mr. Cassel’s firm believes that the subject site, known as the old IBM office building, is both a building and use which is not completely consistent with the residential uses of this corridor. The building has been distressed lately and was in foreclosure. Their group purchased the building in 2013. Due to their position regarding the inconsistency of the adjacent land uses, they propose to change the building’s use from office to a mixed-use building including four levels of residential. In addition, since the Silliman Group has restored many older buildings very near this subject building, they are proposing that any excess parking spaces within the three level parking structure, be used for the needed parking within the restored nearby residential buildings. All buildings which have been restored have met their parking obligation. This excess parking supply would be a private sector decision and not required by city code.
