RESOLUTION - Approving an amendment for the Downtown East Area Plan to allow public/semi-public use in an area generally bounded by I-70 on the north, E. 19th Street on the south, The Paseo on the east and Harrison Street on the west. (211-S-11)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
John Eckardt, City Development explained that the resolution and companion ordinance dealt with the downtown east plan that would allow public and semi public use in an area near The Paseo and Harrison St. The "Old YMCA Building". It would be converted into the Buck ONeil Research & Education Center. The building has not been in use for more than 9 years. It would need extensive rehabilitation but it would have to meet the rigorous standard of the Historic Preservation Society. A representative for the developer was present and stated that as part of the plan there would be an expansion that would allow additional parking and exhibits space and also allow maintain access. The parking lots would be available to the whole 18th and Vine District. Stan Counts , EDC, was present and explained that funding for the project was in place and the neighborhood and developer were all happy about the project and it would be good for the city.

Vince Hustead, City Planning, explained that the ordinance would allow a conversion of a shopping center to a church. Virginia Walsh addressed questions about the present right of way is (40 ft.) Sni-N-Bar Road is being expanded and the church would consent to the change of right of way that would reduce their parking or reconfigure the parking lots. The church would lose about 16ft. Kathy Susberry, Ridge Christian Church, expressed concern that the additional traffic from the new church it would cause a hardship on the neighborhood. Travis Kiefer, Public Works, said that a traffic study would be done in the event that the street would be improved. There was discussion regarding the additional traffic and how to assist the neighborhood in the event that the traffic begins to be a problem. The simple answer is that they would make a traffic study request. Ms. Susberry is still concerned because there is landmark, stadium traffic, Eastwood Estates etc. Councilman Fairfield said that they may want to meet with the neighborhood to address the traffic issue.

John Eckart, City Planning, explained that the Santa Fe apartments are be converting into condo’s. This was a standard process and there was no oppostion to the project. The apartment sit on a very steep hill near 25th Street and Main/Grand Ave. There was some discussion regarding the removal of a retaining wall and the language within the ordinance that directed the developer to improve a portion of the street named earlier at a later date. There was a substitution presented that change that language. It was the consensus of the committee that more time was needed for staff and the developer to discussion other possible changes to the ordinance. There was a motion to pass but not advance the ordinance so that discussion could take place.

Claude Page, City Planning, explained that this ordinance represents a transfer of funds from the Streets and Traffic department to City Development that will allow the conversion of a building at 31st Forest the former Walt Disney Studio. This building would need extensive repairs but would become a interactive studio for animation, films etc. It would be a big push toward revitilizing the area. The fund amount is $100,000. Some of the repairs would include curbs and sidewalks and streetscaping.
