The applicant is requesting to change the zoning on the 9 acre tract of land from residential to MPD (Master Planned District) and approval of a development plan, to allow for continued use of existing structure and the reuse of the currently vacant building. The property owner has been cited with multiple counts of zoning violations and would like to avoid future citations by changing the existing zoning on the parcel.

Approving a Kansas City Brownfields Assessment Coalition subgrant in an amount not to exceed $150,000.00 to Jackson County, Missouri, for environmental assessment of the Rock Island Rail Corridor and authorizing the Director of City Development to execute the subgrant agreement.

Andrew Bracker, City Planning and Development, gave the staff report on the Ordinance. This Ordinance approves a subgrant to Jackson County, Missouri for a subgrant of $150,000 of federal brownfield grant funds for environmental assessment of the Rock Island Rail Corridor. The federal grant funds come from an award of $871,500 to the City by the U.S. Environmental Protection Agency (EPA), federal cooperative agreement no. BF-97722301. This grant was accepted by Committee Substitute for Ord. No. 100595. The Ordinance also authorizes the Director of City Planning to enter into a subgrant agreement with Jackson County to convey the subgrant funds. The City is authorized by federal cooperative agreement no. BF-97722301 to subgrant funds from its federal award. EPA has provided a preliminary indication that Jackson County is an eligible recipient of funds, and has determined the project and proposed use of funds to eligible under the grants. The subgrant agreement will incorporate all applicable terms and conditions of the federal cooperative agreement and will be reviewed and approved by EPA prior to execution.

Approving an amendment to a previously approved preliminary development plan in District R-2.5 on approximately 0.33 acre generally located at 1601 Jefferson to allow the existing building to contain three residential units (13267-P-2)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Patricia Elbert Noll, CIty Planning and Development, gave the staff report on the Ordinance. The applicant intends to retain and renovate the existing building to accommodate three residential units to front onto Jefferson Avenue. Individual units may be sold at some point, which would further require condominium platting. (An accompanying preliminary plat was approved by the City Plan Commission on July 15, 2014, and a final plat is pending. ) Parking (four spaces) will be provided on one of the two lots to the south of the to-be-vacated alley, with access to the parking spaces from that vacated right-of-way. The Chapter 80 application would eliminate the previously approved C2p plan which approved the printing shop on the site. The preliminary plat application and final plat application portray replatting to one lot. The final plat application will also vacate right-of-way for the east/west alley which extends easterly from Jefferson Street and terminates at the Interstate 35 right-of-way line.
