Mark VanLoh, Director, Aviation requested authorization of a First Amendment to Lease Agreement between JJ Kane Associates, dba JJ Kane Auctioneers, a specialty and heavy equipment auctioneer, and the City of Kansas City, Missouri, Aviation Department, and re-estimating revenue in the amount of $54,000 to the City.

Authorizing a five year Lease Agreement with Jet Midwest, Inc.; and estimating revenues by $65,000.00 over five years.

Mark VanLoh, Director, testified Aviation Jet Midwest, Inc. has been a tenant at the Overhaul Base for over five years. This agreement is for an apron lease to temporarily store aircraft. This is a four and three quarter-year Agreement, from August 1, 2015 to April 30, 2020.

Authorizing acceptance of a $117,250.00 grant from the Missouri Department of Transportation for the purpose of funding the Be Bright at Night safety education program; estimating revenue in the amount of $117,250.00 in the Capital Improvements Fund; appropriating that amount to the Development - Citywide account in the Capital Improvements Fund; and designating requisitioning authority.

Deb Ridgeway, Bicycle, Pedestrian Coordinator, Public Works testified that Federal Transportation Enhancement funds - Surface Transportation Program- have been secured in the amount of $117,250.00 to implement a "Be Bright at Night" safety education campaign targeted to adult bicyclists and pedestrians. The federal funds require a local match of 20% which will be met through an in-kind match by KCATA.

Reducing the Contingent Appropriation in the General Fund by $1,234,066.00; and appropriating that amount to Storm Cleanup June 2015 accounts in the General Fund to cover the cost of storm damage resulting from the June 2015 storms.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Troy Schulte, City Manager testified that due to the severe thunderstorm that occurred in June 2015, the City incurred unexpected expenses related to the clean-up of this storm. This ordinance reimburses departments for these out-of-pocket expenses. The City spent $266,597.00 in regular and overtime labor, $120,439.00 in equipment, and $847,030.00 in contractual expenses.

Authorizing a $3,000,000.00 amendment with the Kansas City Area Transportation Authority to provide regular transit services and Share-A-Fare transportation for elderly and disabled residents of Kansas City; and appropriating $3,000,000.00 from the Unappropriated Fund Balance of the KCATA Sales Tax Fund to the KCATA Sales Tax account.

Patty Hilderbrand, Public Works testified that actual receipts for the KCATA Sales tax (fund 2290) exceeded staff projections in FY 2015. This ordinance will authorize the Director of Public Works to amend the 2015-2016 service agreement with KCATA and increase the total appropriation by $3,000,000 from $46,543,456 to $49,543,456.

Authorizing traffic signal modifications; estimating revenue in the amount of $259,000.00 in the Capital Improvements Fund; appropriating that amount to the Roadways CD6 account; and recognizing this ordinance as having an accelerated effective date.

Wei Sun, Public Works testified that interconnecting traffic signals along 63rd Street between Rockhill Road and Wornall Road Policy / Program Impact will greatly reduce traffic delay and improve traffic flow.

 1. Public Works will conduct a parking update presentation.
 
 Bruce Campbell, Parking Services, Public Works provided an overview of the parking services responsibilities in the Kansas City Missouri area. A copy of the presentation is on file in the City Clerk's office.
 
 2. There may be general discussion(s) on current Transportation and Infrastructure Committee issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
