Amending Chapter 14, Code of Ordinances, by adding a new subsection 2 to Section 14-52, Schedule of user fees, relating to Neighborhood and Community Services Department animal health and public safety fees for various permits that had been inadvertently removed by Ordinance No. 070246 and amending Section 14-1, Definitions, relating to animal health and public safety definitions of an animal shelter.

David Park, Neighborhood and Community Services, explained the purpose of this ordinance. Mike Schumacher, Neighborhood and Community Services, answered questions from the committee regarding the changes to the code. There was no public testimony. This ordinance will amend Chapter 14, Code of Ordinances, by adding a new section to Ordinance 14-52, relating to Neighborhood and Community Services Department animal health and public safety fees for permits that had been inadvertently removed by Ordinance 070246.

Amending Chapter 56, Code of Ordinances, by repealing Section 56-572, Definitions, and enacting in lieu thereof a new section of like number and subject matter.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "DO PASS"
David Park, Neighborhood and Community Services, explained the purpose of this ordinance and answered questions from the committee. There was no public testimony. This ordinance will amend Chapter 56, Code of Ordinances by revising Section 56-572 and enacting in lieu thereof a new section 56-572 of like number and subject matter. This amendment will revise the definition of “Initiation of Foreclosure process” to be in compliance with federal privacy laws.

Accepting and approving a $10,000.00 contract amendment with the Missouri Department of Health and Senior Services that provides additional funding to identify, develop and implement activities designed to promote adolescent immunization rates in the City of Kansas City, Missouri; increasing revenue and appropriations in the amount of $10,000.00 in the Governmental Grants Fund; and recognizing an emergency.

Judy Moore-Nichols, Health Department, testified on behalf of this ordinance. There was no public testimony. This ordinance will accept from the Department of Health and Senior Services a contract amendment of $10,000 from $120,000 to $130,000 with $50,000 available from January 1, 2009 through December 31, 2009.

Amending Chapter 14, Code of Ordinances, by repealing Section 14-33, Dogs running at large prohibited, and enacting in lieu thereof one new section of like number and subject matter which will allow an electric fence and electric collar to be a proper method of physical restraint of a dog under certain conditions.

Amending Chapter 10, Code of Ordinances, by repealing Section 10-211, Number of retail alcoholic beverage licenses, and enacting in lieu thereof a new section of like number and subject matter which creates an additional area exemption for retail sales-by-package licenses.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Gary Majors, Regulated Industries, explained the purpose of this ordinance and answered questions from the committee regarding the exemption. Councilwoman Beth Gottstien testified on behalf of this ordinance and answered questions from the committee regarding neighborhood support. Patricia Jensen, White Goss Law Firm, represented the Quik Trip Corporation and testified in support of this ordinance. Quik Trip Corporation representatives answered questions from the committee regarding the locations that do not have licenses or that do have restricted liquor licenses. This ordinance will make an allowance so that density would allow for a liquor by the package license within a specified area.
