This ordinance amends the KCIA Area Plan, Kansas City International Airport, by changing the recommended land use on an 18 acre parcel generally located at the southwest corner of N.W. 108th Street and N.W. Skyview Avenue by changing the recommended land use from commercial to residential low.

This repeals Sections 18-19 and 18-21 and enacts in lieu, thereof, new sections of like numbers and subject matters for the purpose of addressing the impact of any new regulations on previously issued permits and establishing parameters for re-inspections. This addresses concerns with the validity of an issued permit.

Adopting the “Revive the East Side” initiative by establishing policies with respect to incentivizing redevelopment on the East Side of Kansas City, Missouri through the creation of the East Side Investment Zone and programs to be implemented therein, including the Reinvestment in Economic Growth Program; further amending certain provisions of Second Committee Substitute for Ordinance No. 160383, As Amended, and Committee Substitute for Ordinance No. 140031, As Amended, to implement such policies with regards to the contribution of certain tax revenues and the role of financial return analyses in analyzing such projects; authorizing the extension of longer and deeper real property tax abatement pursuant to the Enhanced Enterprise Zone program with respect to certain defined corridors within the East Side Investment Zone for the purpose of fostering job creation; directing the City Manager to take certain actions with respect to engaging the EDC for the purposes of formulating and proposing a development plan under the Urban Redevelopment Corporations Law for the purpose of remediating any blight determined to exist through the revitalization of housing in certain defined corridors within the East Side Investment Zone; directing the City Manager to identify a source of funding for a $10,000,000 home improvement fund; directing the City Manager to cause a nonprofit community development corporation to be established; directing the City Manager to develop a plan for combating gentrification within a defined area; directing the City Manager to establish a pilot program in the East Side Investment Zone for the purpose of reducing illegal dumping; directing the City Manager to establish a citizens advisory committee for the purpose of locating historical markers honoring Dr. Martin Luther King, Jr., and to identify a potential source of funding for interactive kiosks; directing the City Manager to streamline the application process for projects in the East Side Investment Zone and to cause the City Planning Department to implement concierge services with respect to projects in the East Side Investment Zone; appropriating the sum of $3,000,000 for the purposes of funding certain the demolition of certain dangerous buildings and designating requisitioning authority; directing the City Clerk to deliver a copy of this ordinance to the State Director of Economic Development; providing for a ten-year sunset on the provisions of this ordinance; and recognizing this ordinance as having an accelerated effective date.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA (9/12/2018)"
Councilman Taylor introduced this ordinance. He stated that the city is in a very good position to move the revitalization of the east side forward. This ordinance has a focus of the urban core east of Troost and in the Ruskin areas, South Kansas City. Other portions of this ordinance include: increase investment in the east side, create manufacturing jobs on the east side, create a local worker tax credit to encourage hiring of workers from the east side, create proactive overlay plan funded by the City to attract new developments, establish a $10 million home improvements fund, establish a neighborhood improvement umbrella group, protect long-time residents against gentrification, streamline the process for east side development, create a concierge staff person dedicated to east side projects at City Hall and improve trash collection to reduce dumping in neighborhoods. Public testimony: Ms. Webster stated her concerns with this ordinance in the following areas: taxes, jobs for those in the community, tax credit, housing, homelessness, gentrification and trash pick-up. She asked that boundaries be established and plan provided for this ordinance. Former Councilman Ron Finley expressed concerns with sections: 2-i, iii, blight occupancy, studies and section 10-gentrification and illegal dumping. He discussed sections 13 &14 and asked that section 14 be streamlined with a timeframe. There was additional public testimony in favor of this ordinance.

This ordinance acknowledges that the 23-year statutory period for the capture of tax increment allocation financing within the Projects D, G1, G2, H1 and H2 of the 11th Street Corridor Tax Increment Financing Plan has expired; and terminates the designations of Projects D, G1, G2, H1 and H2 of the 11th Street Corridor Tax Increment Financing Plan as redevelopment projects.

This ordinance directs the City Manager to undertake a comprehensive review of the City Planning and Development Department’s permitting processes and report his findings and recommendations to the City Council. Doug Jones, City Auditor’s Office, advised that an ARTS report will be out by November and will contain recommendations. Jeffrey Williams, City Planning, advised that they are aware of the audit and agree with the findings and the recommendations.
