Authorizing a $1,117,690.00 contract with JR & Co Roofing for the replacement of several sections of roofing at the City Market.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Robert Rives, General Services gave the staff report on the Ordinance. This ordinance authorizes the Director of General Services to enter into a contract with JR & Co Roofing, Inc for the purposes of replacing several sections of roofing at the City Market location. The project will replace fifteen major sections of aged and deteriorated roofing and replace with new roofing materials. The work includes removing and properly disposing of the old roofing materal as well as the removal of several pieces of abaondoned equipment currently on the roof. The new roofs will have a twenty year warranty. The base contact with JR & Co Roofing, Inc is for $1,117,679.00 with an addtional $100,000 contingency for unforseen items such as hidden damage to roof decks. The total authorized for this project is $1,217,697.00

Approving the Second Amended and Restated Armour/Gillham Planning Area and General Development Plan on about 55 acres generally located on either side of Armour Boulevard from near Broadway Avenue on the west to The Paseo on the east and declaring that area a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Planned Industrial Expansion Authority Law, Sections 100.300-100.620, RSMo. Accepting the recommendation of the Tax Increment Financing Commission of Kansas City, Missouri, as to the Fourth Amendment to the Uptown Tax Increment Financing Plan, and approving the same; and directing the City Clerk to transmit copies of this ordinance.

Jenna Wilkinson, TIF Commission, testified on behalf of this Ordinance. The Fourth Amendment to the Uptown TIF Plan provides for (1) the elimination of all references of Redevelopment Project Area 1D within the Uptown Tax Increment Financing Plan (the “Uptown TIF Plan”), (2) the dissolution of the special allocation fund established pursuant to Redevelopment Project Area 1D of the Plan (the “Special Allocation Fund”), and (3) the termination of the designation of Redevelopment Project Area 1D of the Plan. Charles Renner, Husch Blackwell (on behalf of the applicant), was also in attendance.

The Fourteenth Amendment, if approved, would provide for modifications to the Budget of Redevelopment Project Costs including updating project costs related to Green Hills Road (6A and 6B), the Intersection of Tiffany Springs Road and Green Hills Road (7A), Right of Way Costs and the Contingency and the Sources and Uses.

Due to the cancellation of City Plan Commission because of the inclement weather, this item has not yet been heard in the Commission. The next scheduled CPC meeting is scheduled for February 18, 2014. Chairman Ford informed the Committee that the Ordinance would be held until February 26, 2013.

 5. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
