Establishing Fund No. 3518, the General Obligation Series 2018A Bond Fund, in the records of the City of Kansas City, Missouri; estimating revenues and appropriations of $42,675,000.00 in Fund No. 3518, the General Obligation Series 2018A Bond Fund; designating requisitioning authority; declaring the City’s intent to reimburse itself for certain expenditures; and recognizing this ordinance as having an accelerated effective date.

Mark McHenry, Park and Recreation, provided the staff report for this ordinance which included a map of the 5 year Capital improvement Projects (CIP). A list of shovel ready projects was reviewed and is on file in the City Clerk’s Office. This ordinance establishes Fund Number 3518, the General Obligation Series 2018A Bond Fund (Series 2018A Bonds) in the records of the City of Kansas City, Missouri; estimating revenues and appropriations of $42,675,000.00 in Fund 3518, the General Obligation Series 2018A Bond Fund. The future process for projects was noted as Summer/Fall-Capital Improvements Technical Committee reviews projects and sorts as bond vs. pay-as-you-go for Years 2-6. Bond Projects are required to have a “reasonable expectation” to be completed in a three year time frame. PIAC reviews project lists for Years 2-6 Capital plan becomes part of Five Year Financial Plan. For the month of May, Bond projects ready for appropriation with bond issuance to follow during same fiscal year. Councilman Wagner, directed staff to go back to the City Manager to develop a consistent list of shovel ready projects. Reed noted that all project should be considered and all projects should be presented to the Council. There was public testimony from the following persons on this ordinance: Marla Duck, MCCID, David Mitchell, Matt Stueck, Gene Chavez, Joanne Collins, Jim Glover, Nilson Goes, Lisa Donnici, Leslie Caplan, Vickie Wdgast.

 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
