RESOLUTION - Declaring the City Council’s intent to utilize funds, appropriated by The American Recovery and Reinvestment Act of 2009 for the United States Department of Energy’s Energy Efficiency and Conservation Block Grant Program, for specific projects which are intended to reduce fossil fuel emissions within the City, reduce total energy usage within the City, and improve energy efficiency in various sectors of the community; and directing the City Manager to include these projects in the City’s application to the program.

RESOLUTION - Designating the City’s share of Clay County’s special road and bridge tax receipts for calendar years 2004, 2005, 2006, and 2007, in accordance with Section 137.556, Revised Statutes of Missouri; and directing the City Manager to transmit this resolution to Clay County.

RESOLUTION - Directing the City Attorney to file Answers to the formation of the Park Plaza Transportation Development District and the Tremont Square Transportation Development District.

Galen Beaufort, Law Department, explained the purpose of this resolution and answered questions from the committee. Jim Bowers, White Goss Law Firm, answered questions from the committee regarding the Transportation Development Districts. Wesley Mott, City Planning and Development, answered questions regarding the City Major Street Plan. No public testimony. This resolution authorizes the City Attorney to file Answers on the City’s behalf consenting to the formation of both the Park Plaza Transportation Development District and the Tremont Square Transportation Development District after Petitions are filed seeking Circuit Court approval of their formation, as provided for under Sec. 238.210.1, RSMo.
