Ordinances 000329 and 000330 are companion cases. Don Gustafson, City Development Department, gave an presentation regarding the Longview Lake Development Plan. The amendment will change the land use designation for 12.05 acres from agricultural uses to commercial uses.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0272, rezoning an area of approximately 12.05 acres generally located at the southwest corner of Interstate Highway 470 and View High Drive from District GPA (Agricultural) to District GPC (Commercial), and approving a development plan for the same. Don Gustafson, City Development Department, presented the committee with details regarding the rezoning of this case. The reason for the project is to rezone from District GPA to District GPC and approve a development plan for a greenhouse, convenience store and a bank. The project will be completed in three phases. Dan Cofran, Attorney, spoke in support of the project but expressed concerns regarding the developer's cost for infrastructure. Committee recommended to hold ordinance 000329 and 000330 for one week.

RESOLUTION - Approving an amendment to the Longview Area Plan, being that part of Kansas City bounded by 87th Street on the north, the corporate limits of Kansas City on the south and east and Blue Ridge Boulevard on the west, by modifying the Land Use Plan and Map for an area of approximately 38.75 acres generally located on the west side of the 9200 block of Noland Road, approximately 2000 feet north of Bannister Road, to recommend "low density residential uses" instead of "agricultural uses".

Accepting the recommendations of the Tax Increment Financing Commission as to the Hotel Phillips Tax Increment Financing Redevelopment Plan approving the Hotel Phillips Tax Increment Financing Redevelopment Plan; designating a Redevelopment Area; stating the CouncilĀ“s intention to annual appropriate 100% of the economic activity taxes for the Plan and making certain findings in connection with the Plan.

Laura Whitener, Economic Development Corporation, stated that on March 8th the Tax Increment Financing (TIF) Commission, held a public hearing regarding the Hotel Phillips plan. The TIF Commission recommended approval of the project. The project involves a redevelopment of the existing hotel, located at 12th & Baltimore. The hotel will be completed in the year 2001. The total cost of the project is 23.5 million dollars of which 7.29 million is being sought in reimbursement from the TIF plan. The plan will be a "pay as you go" with no bonds involved. Councilman Nash, asked for clarification regarding TIF's and Super TIF's. Laura Whitener explained the difference to Councilman Nash. Dave Fenley, Attorney, concurred with the TIF's commission recommendation.

Ordinance 980721 will allow 11 duplex lots on 3.87 acres. Ordinance 980723 will rezone the project area. Currently the site has one single family house fronting N. Antioch Rd. The remainder of the site is currently undeveloped. A committee substitute was submitted on both ordinances. Committee recommended approval of the ordinance.
