Heather Brown, Tax Increment Financing Commission, gave the staff report on the Ordinance. Approval of this Ordinance would extend the construction schedule from what is currently in effect under the current TIF plan. The current deadline is December 2016, and they are not going to be ready by that time. Thus with this extension, they would not run the risk of being non compliant or expiring their 10 year deadline to activate their project.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. The applicant proposed using the site as a wedding venue which is classified as Entertainment and Spectator Sports – Medium Venue (fewer than 500 persons) in the Zoning and Development Code. The original submittal showed three phases.

Rezoning a 1.5 acre tract of land generally located on a portion of the block bounded by Broadway, W. 46th Street, W. 46th Terrace and Wornall Road, from District B3-2 to District MPD, and approving a preliminary development plan to allow an approximately 293,840 square foot mixed use development. Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. The applicant proposed redevelopment of the property resulting from demolition of the existing bank and surface parking lots and construction of a 286,105 square foot mixed use development and 161,800 square foot, 4.5 level, 410 space parking garage. The development is proposed to include a 2,700 square foot bank with three drive-through lanes, 34,780 square feet of retail uses, a 175-room hotel, and 132-unit residential building.

Authorizing the City Manager to execute a Sales Tax Contribution Agreement with Crossroads Hotel, LLC for the purpose of incentivizing the redevelopment of the historic Pabst Brewing Co. and Pendergast buildings at 21st and Central; and recognizing this ordinance as having an accelerated effective date.

Kerrie Tyndall, Office of Economic Development, gave the staff report on the Ordinance. Crossroads Hotel proposed the redevelopment of the historic Pendergst and Pabst Brewing Co. buildings located at 2101 and 2017 Central in Kansas City, MO into a 125-room boutique hotel. These buildings have been effectively vacant for almost 20 years. The developer sought assistance from the city to fill financing costs needed to feasibly redevelop the property. The developer also sought tax abatement through PIEA in combination with this Sales Tax Redirection, which will capture certain sales taxes related to its proposed future use as a hotel, or assist with project costs. An independent third-part financial analysis was completed for this project following the AdvanceKC process to determine the but-for and level of assistance needed by the project.

Taking certain actions and approving various economic development incentives in relation to the redevelopment by Delta Quad Holdings, LLC of the vacant structure and related facilities formerly occupied by the Federal Reserve Bank of Kansas City at 925 Grand Boulevard, including accepting the recommendations of the Tax Increment Financing Commission of Kansas City, Missouri as to the findings related to the Grand Reserve Tax Increment Financing Plan; approving the Grand Reserve Tax Increment Financing Plan; approving and designating Redevelopment Project Area 1 as a Redevelopment Project and adopting tax increment financing therefor; approving additional financial assistance for the Redevelopment Project and authorizing the City Manager to enter into a Sales Tax Contribution Agreement in furtherance of such purpose; approving an Industrial Development Plan for the purpose of the renovation, construction, furnishing and equipping of a service facility which provides interstate commerce; authorizing and approving various agreements for the purpose of setting forth covenants, agreements and obligations of the parties; authorizing the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $135,000,000; authorizing and approving certain other documents and actions in connection with the issuance of said bonds; authorizing the construction of certain public streetscape in the public right of way; recognizing this ordinance as having an accelerated effective date; and directing the City Clerk to transmit copies of this ordinance.

Delta Quad Holdings proposed the redevelopment of the historic Federal Reserve building located at 925 Grand in Kansas City, MO into a 301-room hotel with numerous amenities, as well as redeveloping the Annex of the building into a boutique hotel and data center. The buildings have been effectively vacant for almost 8 years. The developer sought assistance from the city to fill financing costs needed to feasibly redevelop the property. The developer also sought tax redirection in combination with tIF and Chapter 100. The sales tax contribution would capture certain taxes related to its proposed future use as a hotel, to assist with project costs. An independent third-party analysis was completed for this project following the AdvanceKC process to determine the but-for and level of assistance needed by the project.
