Claude Page, City Planning and Development, gave the staff report on the Ordinance. Roxsen Coke, Polsinelli, also testified on behalf of the Ordinance. This Ordinance, pursuant to the Community Improvement District Act (Act) contained in Section 67 RSMo., approves the Petition and establishes the Historic Kansas City Club Community Improvement District as a political subdivision of the State of Missouri. The District has the powers and authority to levy a sales tax of up to one percent (1.0%) to fund certain improvements within the District and/or to pay the costs of services provided by the District, subject to the approval by the registered voters residing in the District. The District will continue to exist and function for a period of twenty (20) years.

Patti Noll, City Planning and Development, gave the staff report on the Ordinance. It was noted that this Resolution is a companion to Ordinance 180385. The Beacon Hill Neighborhood UR Redevelopment plan would be amended to permit creation of 31 townhome lots within the Mount Prospect area. This concept has been previously approved in various configurations, most recently in 2017. The proposed plan revises the number of lots and street layout and proposes townhome rather than single family development.

Adopting the “Revive the East Side” initiative by establishing policies with respect to incentivizing redevelopment on the East Side of Kansas City, Missouri through the creation of the East Side Investment Zone and programs to be implemented therein, including the Reinvestment in Economic Growth Program; further amending certain provisions of Second Committee Substitute for Ordinance No. 160383, As Amended, and Committee Substitute for Ordinance No. 140031, As Amended, to implement such policies with regards to the contribution of certain tax revenues and the role of financial return analyses in analyzing such projects; authorizing the extension of longer and deeper real property tax abatement pursuant to the Enhanced Enterprise Zone program with respect to certain defined corridors within the East Side Investment Zone for the purpose of fostering job creation; directing the City Manager to take certain actions with respect to engaging the EDC for the purposes of formulating and proposing a development plan under the Urban Redevelopment Corporations Law for the purpose of remediating any blight determined to exist through the revitalization of housing in certain defined corridors within the East Side Investment Zone; directing the City Manager to identify a source of funding for a $10,000,000 home improvement fund; directing the City Manager to cause a nonprofit community development corporation to be established; directing the City Manager to develop a plan for combating gentrification within a defined area; directing the City Manager to establish a pilot program in the East Side Investment Zone for the purpose of reducing illegal dumping; directing the City Manager to establish a citizens advisory committee for the purpose of locating historical markers honoring Dr. Martin Luther King, Jr., and to identify a potential source of funding for interactive kiosks; directing the City Manager to streamline the application process for projects in the East Side Investment Zone and to cause the City Planning Department to implement concierge services with respect to projects in the East Side Investment Zone; appropriating the sum of $3,000,000 for the purposes of funding certain the demolition of certain dangerous buildings and designating requisitioning authority; directing the City Clerk to deliver a copy of this ordinance to the State Director of Economic Development; providing for a ten-year sunset on the provisions of this ordinance; and recognizing this ordinance as having an accelerated effective date.

Diane Binckley, City Planning and Development, gave the staff report on the Ordinance. The applicant's proposal is to allow the existing boat structure to remain as a tool storage building. The applicant was cited for outdoor storage of a boat. The citation was as follows: “This property is being used for outdoor storage (of a boat) in a district zoned B3-3. Outdoor storage is first allowed in districts zoned B4.” This citation was appealed to the Board of Zoning Adjustment and the Missouri Court of Appeals, both of which agreed with the City’s citation. The boat structure, per the City and court’s assessment, has been determined to be outdoor storage. The city assesses that it may be considered outdoor display in comparison to similar displays in the area. Similar displays have been approved through amendments to development plans in the general area. Those displays are associated with the overall purpose of the businesses. A car dealership on the west side of I-29 has a vehicle display with a fountain. A truck museum on the east side of I-29 and north of this site has a display pad with a truck parked atop. Both displays are significantly setback from the highway. If approved, the boat shall be relocated further from the highway.

The City Council approved the Briarcliff West TIF Plan by Ordinance No. 65497, the First Amendment by Ordinance No. 911387, the Second Amendment by Ordinance No. 941342, the Third Amendment by Ordinance No. 970713, the Fourth Amendment by Ordinance No. 001595, the Fifth Amendment by Ordinance No. 040806, the Sixth Amendment by Ordinance No. 050093, the Seventh Amendment by Ordinance No. 060067, the Eighth Amendment by Ordinance No. 060067, the Ninth Amendment by Ordinance No. 070047, the Tenth Amendment by Ordinance No. 160237 and the Eleventh Amendment by Ordinance No. 160907. The Twelfth Amendment modifies the budget of redevelopment project costs without increasing the total amount of the budget and modifies the sources and uses of the Plan.
