RESOLUTION - Adopting a goal of eliminating traffic deaths and serious injuries by 2030 and endorsing Vision Zero as a comprehensive and holistic approach to achieving this goal; directing the City Manager to convene a Vision Zero Task Force by May 1, 2020; directing the City Manager to work with the Vision Zero Task Force to create a Vision Zero Action Plan; and directing the City Manager to submit the Vision Zero Action Plan to Council by September 1, 2020.

Authorizing the Director of Parks and Recreation to enter into a cooperative grant funding agreement with the Missouri Department of Transportation for the Martha Truman Connector Project in the amount of $250,000.00 in federal funds; and estimating revenue and appropriating $250,000.00 to the Capital Improvements Sales Tax Fund.


TRANSPORTATION, INFRASTRUCTURE AND OPERATIONS COMM recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Richard Allen, Parks and Recreation gave a brief testimony that this ordinance will authorize the Director of Parks and Recreation to execute the cooperative grant funding agreement with the Missouri Department of Transportation for the Martha Truman Connector Project. Mr. Allen stated that the project will provide recreational and transportation opportunities along the Blue River Greenway and extending to Martha Truman Road, connecting to the Blue River Trail System south of East 95th Street along the Kansas City Trails. This section of the trail is part of the Metro Green Plan and the Trails KC Plan. An electronic copy of this presentation can be obtained from the City Clerk's Office.

Appropriating $25,350,000.00 from the Unappropriated Fund Balance of the Water Fund for various Water Main Replacement Program Projects (“Projects”) and Water Treatment Facility – Fiber Upgrade (“Facility”); authorizing the Director of Water Services to expend a maximum amount of $25,350,000.00 for the Project and Facility; designating the Director of Water Services as requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

Matt Bond, Water Services, testified that this ordinance will appropriate additional funding for various Water Main Replacement Design and Construction of Water Treatment Center. This project will contribute to a sustainable Kansas City by improving the performance, capacity and reliability of the City's Water system and improving the water quality within the projected area(s).
