Repealing Chapter 18, Code of Ordinances, and Building Regulations, commonly known as the Building and Rehabilitation Code and enacting a new Chapter 18 including adoption of the International Building Code (2003), International Residential Code (2003), National Electrical Code (2002), International Fuel Gas Code (2003), International Mechanical Code (2003), Uniform Plumbing Code (2000), International Private Sewage Disposal Code (2003), American Society of Mechanical Engineers Safety Code for Elevators and Escalators (A17.1-1996); International Existing Building Code (2003), International Energy Conservation Code (2003), a local sign code, a local underground space code, a local contractor licensing code, general administrative provisions, and local modifications to the incorporated codes.

Councilman Riley announced there has been much talk about the International Plumbing Code and it is the committee's plan to strike the language from this ordinance. They will continue to have some dialogue on the International Plumbing Code and place it back into the City Clerk's Office which will give the committee a 90-day window in which to have dialogue in regard to the plumbing code because additional time is needed to resolve the issues. Staff from the Law Department stated that the 90-day waiting period is required by state law before adoption of a uniform code by reference. The process for adoption of a uniform code was explained. Greg Williams, Mayor's Office, was asked to set up a meeting with the stakeholders of these issues. Repealing section 18-125, code of ordinances, commonly called the plumbing code, and enacting a new section 18-125 adopting the 2003 Uniform Plumbing Code, and amending section 18-14, section 18-324, and section 18-327, code of ordinances, to provide for direct employees of plumbing contractors performing plumbing work under the supervision of a journeyman or master plumber; and amending section 18-57, adopting the International Residential Code (2003) to correct typographical errors in Section R301.2 – Table R301.2 “Climatic and Geographic Design Criteria”.
