Cathleen Flournoy, Economic Development Corporation, gave the staff report on the Ordinance. The Fifth Amendment to the Universal TIF Plan provides for the reimbursement of Redevelopment Project Costs related to the Public Improvements, which are estimated to be approximately $6,900,000. A Special Allocation Fund established in connection with the Plan had, as of April 30, 2017, has an existing balance of $11,885,799, which is comprised of payments in lieu of taxes (“PILOTS”) and economic activity taxes (“EATS”) generated and collected within the Redevelopment Project Areas. The City, the Commission and the County of Jackson County, Missouri entered into a Cooperative Agreement which provided for the contribution of the City’s portion of existing funds deemed to be surplus, (approximately $2,250,520), and an additional portion of its surplus funds generated thereafter, in an amount not in excess of $1,361,704, to the County for distribution to each of the taxing districts affected by the Plan. The amount of the SAF Balance in excess of the Fifth Amendment Costs as well as the City’s portion of existing surplus funds, were deemed surplus and have been distributed by the Commission to the taxing jurisdictions, pursuant to the Cooperative collection and receipt of sufficient PILOTS and EATS, the additional portion the City’s surplus funds not in excess of $1,361,704 are anticipated to be distributed to the taxing jurisdictions affected by the Plan in early 2018, following the first quarter’s collections.

Approving an Eighth Amendment to the Front Street and 435 Chapter 353 Development Plan for the redevelopment of an area generally located on the east side of I-435, between Front Street and the Kansas City Southern Railroad tracks, all in Kansas City, Jackson County, Missouri; authorizing the execution of the Eighth Supplementary Contract in connection with the foregoing; and directing the City Clerk to transmit copies of this ordinance.

Bob Long, Economic Development Corporation, gave the staff report on the Ordinance. The purpose of the proposed Eighth Amendment is to extend the completion dates of Phases IVb, IVc, and IVd from 2005, as cited in the Fifth Amendment, to 2024. It appears that the proposed Seventh Amendment would have extend the completion timeframe to 2016. This extension would allow the three parcels in the southernmost portion of this industrial/business park to be developed with the possibility of 353 property tax abatement. The proposed 8th Supplementary Contract will realign the contract with the proposed amended Redevelopment Plan.

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The Squier Park Neighborhood Association in their desire to stabilize their neighborhood is proposing downzoning of about 193 parcels. The area proposed to be downzoned is generally bounded E. Armour Boulevard on the north, E. 39th Street on the south, The Paseo on the West and half a block east of Troost Avenue (approximately 130 to 166 east feet). The proposal is to downzone about 155 R-1.5 to R-2.5 along Paseo and on Virginia just south of E. 37th Street. There a total of about 38 vacant parcels. The predominant land use within this area is single family residential with some duplexes and four plexes. The existing residential zoning is R-1.5 and R-2.5 which allows for detached house, zero lot line house, cottage house, attached house, townhouse, duplexes, and “multi-unit houses” of up to 8 units, subject to a Special Use Permit. The minimum lot size requirement in the R-1.5 district is 3,000 square foot per lot and 1,500 square foot per unit. The minimum lot size requirement in the R-2.5 district is 4,000 square foot per lot and 2,500 square foot per unit. The proposed R-6 district has a minimum lot size requirement of 6,000 square foot per lot and 6,000 square foot per unit. The existing R-1.5 and R-2.5 districts permit Multi-unit House residential building type outright.

 1. Staff from the City Auditor's Office will present a Performance Audit: Timeliness of Land Development Plan Reviews Could Be Improved.
 
 Doug Jones, City Auditor's Office, addressed the Committee. The audit of the City Planning and Development Department's Land Development Division plan review process because during interviews for the arterial street impact fee audit a developer complained that plan reviews took too long. The timeliness of both first submittal and resubmittal plan reviews has declined since fiscal year 2015. In FY 2015, about 72 percent of the first submittal reviews met the turnaround time goal of 20 business days for first submittals. In FY 2017, the percent of the first submittal reviews meeting the turnaround tie goal dropped to 26 percent. The percentage of resubmittal reviews meeting the turnaround time goal of 10 business days has declined from 60 percent in FY 2015 to 19 percent in FY 2017. A copy of the full report is on file in the Office of the City Clerk.
