Approving a petition to add real property to the Kansas City International Airport Community Improvement District, and authorizing the City Manager to execute an amendment to a cooperative agreement with the District for the purpose of funding public infrastructure improvements.

Pat Klein, Aviation Department, gave a brief introduction on the Ordinance. Doug Stone, Lewis Rice Law Firm, testified that this CID was created in 2005, and this property addition proposal is a simple clean-up. The property being added is property that has been acquired since the creation of the CID and is approximately 200 acres in size. The CID as it currently stands generates approximately $447K a year which is used to maintain and repair the overhaul base and to complete public improvements along the intermodal facility.

John Eckardt, City Planning and Development, gave the staff report on the Ordinance. The proposed development is located on the west side of N Eastern Avenue, north of NE 108th Street and south of NE 112th Terrace. The site is on the western edge of recently constructed single family home development. To the east of the site are the Auburn Estates 1st, 2nd and 3rd plats and the Brooke Ridge 1st through 6th plats. These plats feature single family detached units on lots averaging 70 feet widths. Southeast of the subject site is the Kellybrook Elementary School and the Kellybrook residential subdivisions. South of the site, across NE 108th Street, is undeveloped land zoned B 2-2, R-2.5 and R-10. West of the site are nine (9) scattered large lot acreages with homes on some lots which measure up to 20 acres and fronting on both NE 108th Street and NE Reinking Road. West of NE Reinking Road is undeveloped, unplatted open space. To the north of the site are some lots within the Meadows of Auburndale Second Plat and a pool for the subdivision. The developer proposes the subject 60 acre subdivision along both N Eastern Avenue and NE 108th Street -- taking advantage of the residential expansion southward and westward from the recently constructed subdivisions cited above. North Eastern Avenue is an unimproved two-lane asphalt roadway with some improvements on the east side due to the construction of the Brooke Ridge subdivisions. Northeast 108th Street is generally improved as a four-lane roadway with turn lanes at N Eastern Avenue, then tapering down to two lanes west.

Authorizing the Director of City Planning and Development to apply for and accept supplemental funding from the U.S. Environmental Protection Agency to increase capitalization of the Kansas City Brownfields Revolving Loan Fund; estimating and appropriating revenue in the amount of $300,000.00 in certain Brownfields Revolving Loan Funds and authorizing the execution of an amended cooperative agreement with the U.S. Environmental Protection Agency.

Andrew Bracker, City Planning and Development, gave the staff report on the Ordinance. The Ordinance authorized the Director of the Department of City Planning and Development on behalf of the City to accept from the U.S. Environmental Protection Agency $300,000.00 in supplemental funds to the Brownfields RLF for cleanup of hazardous substances on brownfield sites in Kansas City. The $300,000.00 of supplemental funds would be added to federal cooperative agreement, No. BF-97700901, between the City and EPA. The City accepted from EPA an initial $500,000 Brownfields RLF grant pursuant to Committee Sub. For Ord. No. 001210; a $500,000 supplemental grant pursuant to Ord. No. 070894; supplemental grants of $1,060,000 pursuant to Ord. No. 100138; a $83,081 supplemental grant pursuant to Ord. 120849; a supplemental grant of $615,760 pursuant to Ord. 140732; and a supplemental grant of $475,000 pursuant to Resolution No. 150693.

 1. There may be informational presentations and discussions on Planning, Zoning, and Economic Development policy issues.
 
 Kerrie Tyndall, Office of Economic Development, addressed the Committee. During her presentation, Ms. Tyndall provided the context for future discussions on policy issues, the background for the AdvanceKC Scorecard review and a refresher on recent KC Stat information. She also discussed statistics on the number of site based projects versus job based projects that have been announced during FY 2016. The next steps in this process over the next 1 to 2 months included policy discussion about the following topics: findings of blight, AdvanceKC Scorecard and policy updates, economic incentives analysis progress report, preliminary TIF analysis findings, But-For analysis process, Super TIF policy, and site-specific CIDs. Over the next 5-8 months the Committee can expect an Economic Incentives Analysis report. There was a brief discussion amongst the Committee about how they want to proceed and the order in which they would like to hear specific presentations.
 
 2. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12
