RESOLUTION - Amending the Red Bridge N.W. Land Use Plan by amending the Proposed Land Use Plan and Map, including the Development Guidelines, for approximately 4.5 acres generally located on the west side of Wornall Road and approximately 200 feet north of Carondelet Drive by changing the recommended land uses from "administrative and medical office (.36 FAR) and multi-family, medium density uses" to "multi-family, medium density uses" and for approximately 8 acres generally located on the west side of Wornall Road and on the north side of Carondelet Drive from "administrative and medical office (.36 FAR) and multi-family (15 units per acre) uses" to "administrative and medical office (.25 FAR) uses".

Virginia Walsh, City Development, said that the ordinance 990999 will amend the Red Bridge N. W. Land Use Plan for approximately 12 acres at the northwest corner of Wornall Road and Conrondelet Dr. The purpose of the project is to allow changes in the land use, revise the boundary of areas B1 & C and revise development guideline. The amendment will also revise guidelines #14 from buildings up to 6 stories to a maximum of two stories, guideline #18 will allow medical offices within 580 feet west of Wornall Road instead of 760 feet.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0228, rezoning an area of approximately 8 acres generally located on the north side of Carondelet Drive and west of Wornall Road, extending approximately one-quarter mile west, from District PD/R-5 (Planned District/High Apartments) to District OM (Office, Medium Density), and approving a preliminary plan for the same. Ordinances 991000 and 991001 are companion cases. Virginia Walsh, City Development stated that the ordinances will allow for four new medical and office building on the north side of Carondelet Drive and the retention of the existing Chapel Hills apartments to the north. Tim Kristl, Attorney, representing the applicant stated he is in agreement with staff's report, but expressed some concerns regarding improvements to the existing signal at Wornall Road and a southbound right turn lane on Wornall Road at Carondelet Drive and that the developer modify the existing traffic signal at Wornall Road and Carondelet Drive to add a north bound left turn signal. Committee recommended to hold resolution 990999, ordinances 991000 and 991001 on the agenda until 9/1/99.

Pat Sterrick, Economic Development Corporation, stated that the ordinance will approve the first amendment changes the 22nd & Main Redevelopment Plan. The amendment will provide for rehabilitation of the Freight House Building. He also went over the pro active planning. In 1997 the TIF Commission plated as its highest goal to initiate Pro active planning efforts in strategic locations with Kansas City. Approval of the ordinance will allow for the development for an assortment of upscale destination restaurants and related uses. Several areas was covered in the presentation: (1) Freight District; (2) Planned 22nd/23 Street Corridor; (3) Parking Needs; (4) Retention of the Arts Community; (5) Urban Design for a Unique Environment and (6) Project Improvements; (7) TIF Revenue Improvements (8) But For; (9) Cost Benefit Analysis and (10) FOCUS. There will be a separate developer for each project.
