RESOLUTION - Directing the City Manager to assist and encourage the Kansas City Police Department in the design, implementation and management of system to better share information with the Secondary Metal Recyclers.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "IMMEDIATE ADOPTION"
Gary Major, Regulated Industry and Sgt. Keith Ericsson, Kansas City Police Department were present to testify on the resolution. Councilman Sharp thanked Councilman Wagner for his leadership in regard to drafting the resolution and Councilwoman Curls for her cooperation regarding the joint meeting. Councilman Taylor was not present for the meeting. Gary Major explained that the resolution was would direct the City Manager to find funding that would assist in the purchase of software and equipment that would allow the Police Department to communicate more effectively with the Metal recycling businesses and others. He said that with the software and equipment they would be able to track and catch person who are destroying property while stealing copper and other recyclable metals. Additionally it would penalize the business owners who directly or indirectly assist thieves by accepting stolen metals. He said that most of the business owners are on board with the codes and changes but there are a few bad apples. There was a brief question and answer session. Mr. Majors said that some of the questions would be answered during the discussion of the related ordinance that was also on the agenda, Number 120098.

Amending Chapter 54, Code of Ordinances, by repealing Sections 54-202, Definitions, 54-212, Records required, and 54-213, Restrictions on transactions, and enacting in lieu thereof new sections of like number and subject matter which adds additional restrictions to better combat theft of ferrous and nonferrous metal.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Gary Majors, Regulated Industries and Sgt. Ericsson of the Kansas City, MO Police Department testified that the ordinance like the resolution before it is designed to address issues related to reducing and combating the problem of recycling metals. Sgt. Ericsson cited incidents of metal thief and property damage that have taken place over the last month throughout the city. He said that these crimes cross all districts and cost to the victims thousands. The Police Department is working hard together with business owners, regulated industries, citizens, the City Manager and others to put in place the manpower and equipment that will combat this type of crime through out the region. Its important to approach this issue this because the crime will spread. There was a questions and answer session and Public testimony. A list of names of those testifying is on file in the City Clerk's Office.

Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
