Estimating revenue in the amount of $25,000.00 in the General Fund; appropriating it to the Neighborhood Preservation account in the General Fund for the expansion of nuisance abatement activities.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
David Park, Neighborhood and Community Services Department, stated this ordinance will provide seed money that will be used to start to carry out some abatement activity and test to see how effective it will be. If everything works according to plan, the owners of the properties will pay the bills that are issued to them which goes back into the fund to become available for other nuisance abatement activities. Mr. Parks answered questions from committee members about how cases are prioritized. Les Washington, Neighborhood and Community Services Department, gave an overview of current programs in place to address the blighting influences. No public testimony.

Accepting and approving a one year $5,301.00 contract amendment with the Missouri Department of Health and Senior Services to provide health assessment, including evaluation for immunization status and tuberculosis of newly arriving refugees, as well as laboratory screening for hepatitis B and parasite infections; decreasing revenue in the amount of $30,475.00 in the Governmental Grants Fund; increasing revenue in the amount of $27,113.00 in the Governmental Grants Fund; increasing appropriations in the amount of $572.00 in the Governmental Grants Fund; decreasing appropriations in the amount of $3,993.00 in the Governmental Grants Fund; and designating requisitioning authority.

Amending Chapters 48 and 56, Code of Ordinances of the City of Kansas City, Missouri, by repealing Sections 48-72, Penalty for violation of chapter, 56-35, Penalty for violation of article, and 56-385, Penalty for violation of article, enacting in lieu thereof new sections of like number and subject matter modifying the range of fines; estimating revenue in the amount of $50,000.00 in the Special Housing Rehabilitation Loan Fund; and appropriating it to the Municipal Court Fund account of the Special Housing Rehabilitation Loan Fund.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
David Park, Neighborhood and Community Services Department, stated that this ordinance is another element to try to improve the effectiveness of code enforcement. This is an increase of the minimum fine that his authorized by the code. The revenue from these fines will go into the special rehabilitation housing fund. No public testimony.

Authorizing acceptance of a Title V Community Prevention Grant from the Missouri Department of Public Safety; estimating revenues in the amount of $100,000.00 in the General Fund; appropriating it to the ReDirect Grant account of the General Fund; designating requisitioning authority; authorizing execution of a $100,000.00 Cooperative Agreement with Pan-Educational Institute, Storytellers, Inc., and Chameleon Theater for the project ReDirect juvenile crime prevention program; and directing the City Clerk to file an agreement with the appropriate offices.

Les Washington, Neighborhood and Community Services Department, stated this ordinance will authorize the receipt of a community prevention grant from the Missouri Department of Public Safety. Pan Educational Institute (PEI), Storytellers Inc., and Chameleon Theater will provide the in kind match for the grant and no matching funds for the City are required. PEI will complete all the reporting requirements and requests for reimbursement under the supervision of Neighborhood and Community Services Department grant administration. David Sullivan, Director of Pan Education Institute, gave program information and answered questions from the committee. No public testimony.
