Larry Stice, City Planning, explained that this was the 2nd of two ordinances requesting vacation for the IRS project. Amy Trainer, Stinson and Morris was present and represented the applicants and requested advancement.

Reducing the appropriation in the Brownfields-Beacon Hill Development account of the Capital Improvement Fund by the amount of $38,625.00; transferring it to the General Fund from the Capital Improvement Fund; and appropriating it to the 97 EPA Brownfield Grant account of the General Fund.

Travis Kiefer, Public Works, explained that the ordinance was for the final plat of Kirkwood lots 1-3. It creates 8 single family homes and 7 multi family units with a clause that directs the developer to construct and maintain pedestrian access.

Accepting the recommendations of the Tax Increment Financing Commission of Kansas City as to the Second Amendment to the Pershing Road Redevelopment Tax Increment Financing Plan; approving the Second Amendment to the Pershing Road Redevelopment Tax Increment Financing Plan.

Bob Long, EDC, stated that the ordinance change the fees in the TIF from 5% to a flat rate that had been approved by TIF, CPC and the Developer. The specifics are included in the 2nd amendment of the Pershing Road TIF plan in the City Clerk's Office.

Approving the plat of Spruce Landing, an addition in Kansas City, Clay County, Missouri; and accepting various easements.

Travis Kiefer, Public Works, stated that the ordinance related to the final plat of Spruce Landing. It contains 19 multi family units on a 1.5 acre tract of land near NW Parvin Road between NE Seacry Creek Parkway and North Bellaire Ave. The applicant for the project is Tri-County Mental Health Services Inc. All the easement,license or right to locate, construct, operate and maintain facilities including all utilities, sewerage, telephone, cable TV, surface drainage underground conduits, pad mounted transformers, service pedestals have been check and accepted.

RESOLUTION - Amending the Shoal Creek Valley Area Plan by amending the Proposed Land Use Plan and Map for southeast corner of Missouri Highway 152 and N. Flintlock Road, by changing the recommended land use from residential and office to office and retail. (405-S-27)

John Eckhart, City Planning said that the following ordinances: 040493-040497 are all related to the Shoal Creek Area Plan. This is a 75 acres tract of land that will include commericial, retail and office spaces. The ordinance include but are not limited to the change is the set-back,zoning, road access, lighting, signage, parking and storm water detention. Each of the ordinances are being substituted to change verbage in various conditions as follows. 040494 changing condition (15), 040495 changing condition (18), 040496 changing condition (19), and 040497 changing condition (17). Jim Bower, White Goss, and David Mathews of John Lutgen & Associates were present and agreed to the langauge change in the conditions listed above and requested advancement.

Flintlock Road about 2,000 feet south of Mo Rte 152 (Barry Road) from District RA (Agricultural district), District MPC (Master Planned Community) and District R-5p (High apartment district, limited) to District O (Office district), and the approval of a preliminary plan for the same.
