Darrell Woodard, Budget Adminstration, KCPD, explained that the following ordinance all pertain to internal housekeeping issues for Federal grant funds that allowed overtime for the DNA backlog,workers compensation,extending DNA processing and firearm investigaton.

Calling for submission to the voters of Kansas City, at a special election to be held on April 4, 2006, an advisory question asking whether voters support local control of the Kansas City Police Department; directing the City Clerk to notify the responsible election authorities of the election on or after January 20, 2006, but not later than January 24, 2006, if a binding measure is placed before the voters for this election date; and recognizing this ordinance to be an emergency measure.

RESOLUTION - Adopting the Variable Pay Plan and other provisions of the Memorandum of Understanding with Local 500, A.F.S.C.M.E.


BUDGET AND AUDIT COMMITTEE recommends "IMMEDIATE ADOPTION"
Gary O'Bannon, Director HR,he testified regarding the wage provision for Local 500. He stated that negotiations had yield an agreement for 3.25% increase for the first year and 2.25% for year two and three. The compensation agreement also includes incentives for employee that obtain and retain licenses, certificates and education approved by their departments. Additional the ordinance contained a provision allowing a pay vacation day for the day after Thanksgiving.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1075, 2-1076, 2-1077, 2-1078, 2-1079, 2-1080 and adopting in lieu thereof new sections of like numbers, which creates an extended service salary of 2.5% for all management non-exempts and exempt employees, except for firefighting and fire management personnel and by repealing Section 2-1086 and adopting in lieu thereof new section of like number and subject matter, which modifies language related to classified employees considered non-exempt under the Fair Labor Standards Act and covered by the Memorandum of Understanding, Local Union 500, AFSCME AFL-CIO, and who receive at least a “meets expectations” overall rating on their employee appraisal report shall receive an increase in accordance with the Memorandum of Understanding in effect at the time; and clarifying the language and intent of Accelerated salary advancements; and by creating language to allow for movement into the Extended Service salaries for all management non-exempts and exempt employees, except for firefighting and fire management personnel; and by repealing Section 2-1098, and adopting in lieu thereof new section of like number, which establishes the day after Thanksgiving, the fourth Friday in November, as a paid Holiday for all regular full-time employees.
