PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Planning & Development Department, stated the ordinance vacates an alley between 12th Street & 13th Street, bounded by Main & Walnut. The purpose of the vacation is to facilitate the sale of property. City Plan Commission and staff recommended approval. Committee recommended approval. Spencer Thomson, Attorney, Blackwell, Sanders, concurred with staff's recommendation.

Approving the plat of Central Industrial Park, an addition in Kansas City, Jackson County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreement.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Dion Waldon, Public Works Department, stated that the project plat is located adjacent to the Kansas/Missouri State Line south of I-70 in the west bottoms area. The plat consist of four individual lots. All of the grades and closures have been checked. Committee recommended approval of the plat. Tony Stanton, Landplan Engineering, concurred with staff's report.

Authorizing a $423,160.00 Cooperative Agreement with the Missouri Highways and Transportation Commission to assist in the improvement and enhancement of the Vivion Road Trail-Phase 2 extending from the vicinity of 47th Street going east toward Highland Avenue; estimating revenue in the amount of $423,160.00 in the Capital Improvement Fund; appropriating it to the Vivion Road Trail Phase 2 account of the Capital Improvement Fund; rolling forward unexpended and unencumbered funds in that fund for Fiscal Year 2002-03; and directing the City Clerk to record the agreement.

A committee substitute was submitted. Lisa Sturgeon, City Planning & Development, stated the ordinance authorizes a agreement with Missouri Department of Transportation (MODOT), as part of the agreement (MODOT) will provide the City with a grant in the amount $434,160.00 to construct and design Phase II of the Vivion Road Corridor Trail. The City will provide matching funds in the amount of $115,000.00 for the trail. Committee recommended approval.

Estimating revenue in the amount of $34,000.00 in the Capital Improvement Fund; appropriating it to the Broadway Northland Foyer account; designating requisitioning authority; authorizing a Cooperative Agreement with North Kansas City, Missouri, for receipt of $34,000.00; and authorizing a First Amended Design Professional Services Contract with HNTB Corporation, adding $34,000.00 to the contract amount for a new total of $124,000.00, for additional design services in connection with the Broadway Corridor - Northland Foyer Project.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0385, rezoning an area of approximately 35.5 acres generally located on the east side of N.W. Waukomis Drive approximately 1,000 feet south of N.W. 64th Street from Districts R-1a (One-Family Dwellings) and PD/RA (Planned District/Agricultural) to District R-1b (One-Family Dwellings). Ordinances 011509 and 011510 are related cases. A committee substitute was submitted for ordinance 011510. Larry Stice, City Planning & Development Department, stated gave background history regarding the project. The purpose of the project is to develope 256 multifamily units in twenty-seven separate buildings. Phase 1 includes nine two story buildings on the north side of NW 63rd Street, totaling 72 units. Phase II includes four two story and three three-story building of 68 units and a pool/cabana area located on 63rd Street. and 3.2 acres of private open space and other area withing the floodplain. Phase III have four two story and seven three story totaling 116 units. The plan calls for 472 parking spaces including 85 carports.A lot of the property lies within the flood plain. Staff has requested that they (developer) keep their structure out of the floodplain. The density is over 8 units per acre about 5,300 square feet per unit. The density is in conformance with the Line Creek Valley Area Plan. Staff recommends improvement to NW Waukomis Drive including curb, gutter, sidewalk and street lights. N.W. 63rd Street should be constructed to residential street standards. The cases were denied by City Plan Commission. Larry gave reasons why City Plan Commisison recommended denial. 1. Archeological significance; 2. Density; 3. In the Line Creek Valley area plan there a speciic paragraph which discourages apts complexes over 20 acres and 2 00 units the basis of that was if you do aprts of that size they tend to age and not maintained well and become a detriment why the recommendation staff stated the mangement style of aprt was different (smaller) both single famil and multi family are larger Density of the project.
