Joe Rexwinkle, City Planning and Development, gave the staff report for the Ordinance. The subject property is a 10.7 acre unplatted parcel, located approximately ½ mile west of North Oak Trfy, just north of Highway 152 and east of Highway 169. The site is specifically bounded by View Crest Dr (an unimproved street) on the west, and NE 94th St on the north. The site is currently undeveloped, but has been approved (Case No. 13434-P-4) as Phase 2 of Kemp Estates. Kemp Estates was approved as a two phase development with Phase 1 approved for 80 dwelling units and located north of the subject property on the opposite side of NE 94th St. Phase 2, located on the subject site, was approved for 72 units. Phase 1 of Kemp Estates is partially developed, however all of Phase 2 remains undeveloped. The central and northern portion of the site is relatively flat, sloping down toward the west property line, adjacent to N View Crest Dr about 10 feet, sloping down toward the east property line about 20 feet, and to the south property line about 30 feet.
