Approving a $440,000.00 Joint Funding Agreement with the United States Department of the Interior, United States Geological Survey, for Contract No. 1005, Project No. 61000020, Water Resources Investigations, to assess the urban water quality in the Blue River Basin; authorizing the Director of Water Services to expend $290,000.00 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

RESOLUTION - Approving the Bicycle/Pedestrian Friendly Community Action Plan as a guide for annual bicycle and pedestrian facility and program development within the City of Kansas City, Missouri.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Gregory Rokos and Deb Ridgway, Public Works, testified in support of this resolution and answered questions from the committee. Eric Rogers, Bicycle/Pedestrian Advisory Committee, presented the community action plan to the committee and answered questions from the committee. This resolution approves the Bicycle/Pedestrian Friendly Community Action Plan as a guide for future bike/ped facility & program development within the City of Kansas City, Missouri.

 There may be general discussion regarding current Transportation and Infrastructure issues. NONE General Services staff will present a brief update of Energy Conservation Project #1. Councilman Terry Riley commented on the Energy Conservation Project as an energy and cost savings for the City. Robert Reeves, General Services, presented a summary of the project and distributed copies of the summary to the committee. The summary included a listing of the City Buildings involved in the project, the project goals, sources of funding, cost and anticipated annual energy savings. Copies of the "Sustainable Energy Education & Communications" (SEEC) booklet were also distributed to the committee (A copy of the report and booklet are on file in the City Clerk's Office.). The SEEC is an educational program developed in collaboration with the National Energy Foundation and Johnson Controls that will be utilized to train employees. Vick Edwards, Johnson Controls, and Rick Justice, Johnson Controls, answered questions from the committee. Dennis Murphey and Rick Usher, City Manager's Office, answered questions concerning wind energy use. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. No closed session.
