Providing for an interfund loan of $7,500,000.00 from the Unencumbered Cash Balance of the Capital Improvements Sales Tax Fund to the Fire Station 35 Construction account to complete construction of Fire Station 35; providing for reimbursement to the Capital Improvements Sales Tax Fund from revenue in the Fire Sales Tax Fund before June 1, 2007; providing for payment of four percent interest; and recognizing an emergency.

Ralph Davis, CIMO, testified on behalf of this ordinance. This ordinance would allow the city to borrow money against sales tax fund from fire station 35 to complete fire station 37. The money will be paid back at four percent (4%) interest on or before June 1, 2007.

Authorizing a $350,000.00 facility repair and maintenance electrical contract with Infinite Energy Construction, Inc. for various City-owned facilities; authorizing the Director of Public Works to expend $300,000.00; authorizing the Director of Parks and Recreation to expend $100,000.00; and authorizing the Director of Public Works to extend the contract for a period not to exceed November 30, 2007.

Authorizing the execution of a Missouri Highways and Transportation Commission Congestion Mitigation and Air Quality (CMAQ) Agreement, No. CMAQ-3303(407), offering CMAQ funds for the purchase of Compressed Natural Gas (CNG) vehicles for the Water Services Department; and authorizing the Director and Deputy Director of Water Services Department to act as the City’s designated authority representatives for participation in the Congestion Mitigation and Air Quality funding reimbursement program.
