The applicant requests rezoning from District AG-R (Agricultural-Residential) to District B4-5 (Heavy Business/Commercial, dash 5) and approval of a development plan to allow construction of a self-storage facility. Seven one story buildings, totaling 65,700 sq. ft. would provide a total of 207 storage units. The plan complies with requirements of Chapter 88-369 Self-Storage Warehouse. No doors are visible from public rights of way. A living area for the attendant is located at the front of the project, in building 1.

Claude Page, City Planning and Development, gave the staff report on the Ordinance. This Community Improvement District meets the state requirements for the creation of the CID. This Ordinance, pursuant to the Community Improvement District Act (Act) contained in Section 67 RSMo., approves the Petition and establishes the 1707 Locust Community Improvement District as a political subdivision of the State of Missouri. The District has the powers and authority to levy a sales tax of up to one percent (1.0%) on the selling of tangible personal property, subject to the approval by the registered voters residing in the District. The area within the District has been declared blighted pursuant to Section 99.430 RSMo by the City Council of the City of Kansas City, Missouri by Ordinance No. 150593. The District will continue to exist and function for a period of twenty (20) years.

Patty Noll, City Planning and Development, gave the staff report on the Ordinance. A number of changes have happened within the Kinsley Forest Development since the last plan amendment from 2009. The proposed amendment captures those changes, proposes changing the allowed uses from retail/restaurant/office to those allowed in B3, and amending the layout to comply with the parkway and boulevard standards. The plan proposes adding 34,000 square feet of commercial space.
