Diane Binkley, City Planning and Development, gave the staff report on the Ordinance. In 2013, a group of citizens and business owners from along Troost Avenue came together to participate in a redevelopment plan for the Troost Corridor from 27th Street on the north to 95th Street on the south. The goal of the Troost Corridor Plan was to develop a strategic redevelopment and implementation framework. This plan included a number of recommendations including the development of an overlay district to restrict certain land uses along the Troost Central Corridor from 22nd Street on the north to Meyer Boulevard on the south. The City of Kansas City recognizes the importance of preserving and maintaining the urban fabric while promoting quality uses and businesses desiring to improve the area and therefore approved the plan on February 2, 2014.

John Eckardt, City Planning and Development, gave the staff report on the Ordinance. The applicant proposes to split the tract into two lots, Lots 1 and 2. Lot 1 will be on the south, have vehicular access to NW 56th Street, include the existing house and contain 3.12 acres. Proposed Lot 2 will be on the north, will be created for a proposed house, have vehicular access to N Overland Drive and contain 2.40 acres. These two plats (preliminary and final) are required because the applicant wants to build a second house on the existing lot. The existing zoning for the site is R-80 which would allow the creation of the two lots. However, the applicant is over 1,000 feet away from a sanitary sewer. The applicant believes that it is cost prohibitive to extend sanitary sewer that distance and therefore is requesting the approval of a septic system. Section 88-405-05-C requires that, ….” lots that are not served by a public sewer must have a minimum area of at least 3 acres”. Over the past 1 ½ years, the applicant attempted to obtain additional property to be able to create two lots which contained at least three acres each, but was unable to do so. Due to this, the applicant must seek a subdivision variance of Section 88-405-05 from the City Plan Commission and City Council.

Adopting certain revisions to the Major Street Plan for Kansas City by deleting a portion of Hillcrest Road from E. 87th Street to Bannister Road and allowing for the vacation and privatization of the section of that street from E. 87th Street to E. 93rd Street; and directing the City Clerk to file certain documents with the appropriate offices. (175-S-31)

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinance 141060. Mayor Pro Tem Circo also offered testimony in support of the Ordinance. A request to vacate Hillcrest Road as a public right of way and convert it to a private drive from E 87th Street to E 93rd Street has been submitted and recommended for approval by the City Plan COmmission. Hillcrest Road is proposed to be realigned internally, but will retain the same tangent points at E 87th Street and E 93rd Street. Access to the campus will then be gated to ensure a secured campus. The realigned Hillcrest would have median dividing north/south traffic and sidewalks. Hillcrest from E 93rd Street south to Bannister Road would retain the current alignment and width and would remain public.
