Authorizing a $700,000.00 Amendment No. 2 to an Agreement with Wellner Architects, Inc. for Project No. 62030256 – Aviation Facilities Development at Kansas City International and Charles B. Wheeler Downtown Airports and the expenditure of previously appropriated funds in the amount of $770,000.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mr.Mark VanLoh,Aviation Department, explained that the ordinance allowed an amendment to an agreement with Wellner Architects, Inc. The Company would be responsible for improvements to both KCI and Charles B. Wheeler Airport, hanger spaces, plane wash facility, plane fueling facility, multi purpose building and taxiway improvements.

Authorizing a $412,100.00 Agreement with Burns and McDonnell for Project No. 62050300 – Rehabilitate Runway 3-21 at Charles B. Wheeler Downtown Airport and the expenditure of previously appropriated funds in the amount of $453,310.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mr. VanLoh, Aviation Department, stated that this ordinance would rehabilitate runway 3-21 at Charles B. Wheeler Airport. A large part of the funding was provided by a FFA Grant.

Authorizing a $596,473.00 Agreement with HNTB Corporation for Project No. 62050298 - Rehabilitate Taxiways D, J & K at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $656,121.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mr. VanLoh, Aviation Department,explained that D.J. and K. runways have not been repaired in 15 years, they are in great need of repair and improvement. The ordinance will provide final design of the project. Also of note is that 75% of the project is being funded by a FAA Grant.

Authorizing a $1,320,450.00 Amendment No. 1 to an Agreement with Burns & McDonnell for Project No. 62050294 – KCI Overhaul Base Central Utility Plant Rehabilitation at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $1,452,495.00.


AVIATION COMMITTEE recommends "DO PASS"
Mr. VanLoh, Aviation Department, stated that the ordinance would allow for improvements to the utility plant at the KCI Airport. He added that in the past the plant had been run and staffed by thirty pilots and some repairs had gone unchecked. One of the biggest issues was a waste water pipeline that was leaking and causing there to be high water bills. The plant will now be manned by trained maintenance personnel and the number of employees reduces to fifteen, the water pipeline is being repaired which will be additional saving.

Authorizing a $567,059.00 Amendment No. 4 to an Agreement with Wellner Architects, Inc. for Project No. 19990D49 – Improvements to Maintenance and Storage Buildings at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $623,764.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mr. VanLoh, Aviation Department, said that this ordinance was for improvements the maintenance building, storage building and a new storage building that could better handle the larger equipment. The Committee inquired about the old equipment. He said that much of it had been sold to Heavy Construction Companies, Farmers and to some that would just resale it for scrap metal.

Authorizing an Airport Business Center Concession Agreement with Business Traveler Services, Inc., Contract No. 030028, at the Kansas City International Airport.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mr. VanLoh, Aviation Department, stated that a company by the name of BTS, Business Travelers Services, Inc. would provide nine business services centers in KCI. They would have ATM's, phone cards, internet access, maildrop boxes etc. Councilman Brooks asked are there many companies that provide this kind of services and why there were only two that bid on the project. He said that most of the companies would only provide two or three center in an airport but we needed more because of KCI's setup and BTS was the best of the two bidders.

Authorizing a Professional, Specialized or Technical Services contract with Environmental Research Center of Missouri, Inc. for Contract No. C060286 / Project No. 62070314 for relocation of cemetery properties at the Kansas City International Airport and the expenditure of previously appropriated funds.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mr. VanLoh, Aviation Department, described the work involve in removing and preserving historical cemetery from airport properties. He stated that much care would be taken to ensure that citizens would have access, exhuming would be done with dignity, next of kin was notified, grave marker placed correctly and that new plagues would be added an the new site. The company responsible was highly recommended by St. Louis's Lambert Airport as they had used them for similar work.

 There may be general discussion of current Aviation issues. The Chairman of the Committee asked that there be an update on Airport parking, car rental and the Farmland building next week. Mr.VanLoh introduced the new Deputy Director of Aviation Ian Redhead.
