Authorizing an Off-Airport Parking Permit Agreement with Flacks Enterprises, Ltd., at the Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Mark VanLoh, Director of Aviation, talked about the rental car contract with Flacks Enterprises, Ltd. Currently the company has been approved for accessing shuttle bus service to and from the terminals. There are two one-year extension options to the contract. For rental car activity, once their new facility is completed, they will no longer go to the curb but will be required to use the facility.

Authorizing the Director of Aviation to release aeronautical easements at Richards-Gebaur in Jackson County.


AVIATION COMMITTEE recommends "DO PASS"
Mark VanLoh, Director of Aviation, said that the ordinance authorizes the Director of Aviation to execute a Quit-Claim Deed to release easements at Richards-Gebaur Airport.

Authorizing a Concession Agreement with CheckPoint Mailers, Inc. for Contract No. C050184 for security checkpoint mailing services at the Kansas City International (KCI) Airport and estimating additional revenue.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh, stated that the ordinance would authorize a concession contract with CheckPoint Mailers for security checkpoint mailing services at KCI. The airport will receive 10% of the gross revenues. This is a new concept being started at airports around the country. It allows individuals who go through the security checkpoints and find that they have items that will be confiscated to mail the confiscated item back to themselves.

Authorizing a $37,000,000.00 Tenant Reimbursement Agreement with American Airlines for Project No. 62060303 - American Airlines Overhaul Base Super Hanger and Project No. 62060304 – Overhaul Base Remainder at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $37,000,000.00.

Aviation Director Mark VanLoh stated that bonds allowed for the rehabilitation of American Airlines Overhaul base construction. The ordinance allows for money from the bonds to be used for upgrades to the central utility plant.

Authorizing a $213,960.00 Amendment No. 4 to an Agreement with HNTB Corporation for Project No. 19960C07 – Rehabilitate Taxiway B and Project No. 20010122 – Extend Taxiway B & D at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $235,356.00.

Aviation Director Mark VanLoh retains design professionals HNTB to prepare construction bid contracts for rehabilitation of taxiways at KCI. Occasionally federal money is returned to the government from cities where airport projects have not been completed by the end of the federal fiscal year. Some of that money finds its way to Kansas City. The ordinance would allow HNTB to start work on the design plan ahead of time so that the project would be ready to start by the time the airport receives available grant money from the federal government.

 There will be a general discussion of current Aviation issues. Aviation Dept-Finance Division (Accounting) received a certificate of excellence for financial reporting for an annual report that was completed April 30, 2004 by the Government Finance Offices Association. There had been an open house scheduled for the fire station at KCI but it had been postponed. The fire department at KCI had ordered a new state of the art fire truck but it had not been delivered. So the open house will be rescheduled for a later date.
