Christopher Hughey, City Planning, provided a presentation to this ordinance. This will allow for the development of 3 single family lots with individual utility connections and driveways. The site is currently undeveloped, and has never been built upon. There was a previous case on this land with the intent to construct a 14 lot single-family division but it was never built and now deemed to be expired. Accepting and approving a one-year grant award in the amount of $968,179.00 from the U.S. Department of Health and Human Services to provide funding for Ryan White Part A and Minority AIDS Initiative services in Kansas City, Missouri.


NEIGHBORHOOD PLANNING AND DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Sean Ryan, Health Department, spoke to this ordinance. This will allow for the acceptance of a partial award with the other part of the award to arrive in the next 3-6 months. These funds will be used to provide services for persons living with HIV including HIV outpatient/ambulatory medical care, case management, treatment adherence services, housing, dental and health education. This grant is effective from March 1, 2021 to February 28, 2022.

Accepting and approving a $375,879.00 grant from the Missouri Department of Health and Senior Services for developing and implementing programs tailored to ending the Human Immunodeficiency Virus (HIV) epidemic in the Kansas City, Missouri area; estimating and appropriating $375,879.00 in the Health Grants Fund; and designating requisitioning authority.


NEIGHBORHOOD PLANNING AND DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Sean Ryan, Health Department, spoke to this ordinance. This will allow for increased measures of testing and diagnostic efforts, while creating new collaborative partnerships and develop new community based programs to help prevent new infections and provide rapid treatment when infections do occur. This grant is effective from November 2020 to July 31, 2021.

Heather Brown, Tax Increment Financing (TIF) Commission, provided a presentation to this ordinance. This amendment will allow for a reduction in the number of residential parking stalls from 151 to 118 and an increase in the number of residential units from 150 to 203. This will also allow for an increase in the budget from $52.4 million to $52.48 million. The amount of project costs reimbursable from TIF will remain the same ($3.95 million).
