FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Thomas Randolph, Manager, Human Relations Department, Civil Rights Division, with Leidy Quitian-Varon, and Gretta Willis, Civil Rights Investigators, testified that the ordinance would accept and recquisition grant funds to investigate housing discrimination complaints.

Appropriating $2,000,000.00 from the Unappropriated Fund Balance of the Convention and Tourism Fund for Capital Improvements at the Bartle Hall Convention Center; and designating requisitioning authority.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Oscar McGaskey, Director, and Mike Young, Deputy Director, KC Convention Center, testified that the ordinance would fund projects to upgrade Exhibitor Wi-Fi, replace chairs in the Exhibit Hall, replace lights in the Exhibit Hall with LED lighting systems, and upgrade fiber-optic cable, to the Bartle Hall Convention Center.

Councilman Wagner explained that the ordinance would cancel Standing Committee meetings, Legislative sessions, and Business session meetings during specific weeks in 2016.

 1. Consideration of Semi-Annual Docket Items.

Amending Chapter 2, Code of Ordinances by adding a new Section 2-1994, “Modification to budgeted expenditures” that requires Council approval before either a Council approved executed contract or a budgeted and appropriated item can be reduced.

 2. The Finance Department will be making a presentation on Pensions.
 
 Randy Landes, Director of Finance, testified on the Pension plans and the "Defined Benefit Funding Process." A copy of the presentation is on file in the City Clerk's office.
 
 3. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
