Authorizing a $1,000,000.00 Service/Maintenance Contract with A. Arnold of Kansas City, LLC, for Project No. 2001C11G - Tenant Move Package at Kansas City International Airport and appropriating funds in the amount of $1,100,000.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS"
Russ Widmar, Director, Aviation, spoke in favor of this ordinance. He stated that this contract would provide moving services for temporary and permanent moving expenses. Sheila Williams, Aviation, stated that there was no opportunity for MBE/WBE participation in this contract.

Authorizing an $11,787,152.00 contract with G & T Conveyor Company, Inc., for Project No. 2001C11J - Baggage Handling Equipment - Terminal Improvement Project at Kansas City International Airport and appropriating funds in the amount of $9,580,808.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS"
Russ Widmar, Director, Aviation, spoke on behalf of this ordinance. He stated that this was a baggage moving equipment contract. He also stated that this was a one year contract with option to renew. Councilmember Riley questioned the minority participation goals. Sheila Williams, Aviation, stated that participation was used where ever it was possible. There being no MBE/WBE contractors in this field, participation was used in other areas.

Authorizing a $26,279,661.20 contract with FMC - Jetway Systems for Project No. 2001C11B - Passenger Boarding Bridges - Terminal Improvement Project at Kansas City International Airport and appropriating funds in the amount of $23,890,841.00.


AVIATION COMMITTEE recommends "HOLD ON AGENDA"
Russ Widmar, Director, Aviation, stated that this contract would provide and maintain 47 passenger boarding bridges and rehabilitate 12 more. He stated that the maintenance portion of the contract with for one year with 4 one year renewal options. Mr. Widmar stated that the apparent low-bidder on the contract did not win the contract because they did not complete the bid application. Councilmember Riley questioned why the low-bidder did not receive the bid and what exactly did it mean that they were non-responsive. He also questioned if that had been communicated to the firm? Phil Muncie, Engineer, Burns & McDonnell was present to testify as to who should receive the bid. Mike Burke, Attorney, Jetway Systems, presented arguments for Jetway Systems receiving the bid. Tim Roberts, Vice President, Jetway Systems also testified regarding his company's qualifications. Kent Perry, Thyssen Inc., made corrections to the Burns & McDonnell contract. He stated that they had been misinformed, their company has been in business for 30 years not 3 as stated in the document provided. Ramon Stissen and Alex Fern, Thyseen Inc. were also present to provide testimony for this ordinance. Councilmember Loar asked for clarification and a definition of "non-responsive". Dorothy Campbell, Law Department, answered Councilmember Loar's questions. Sheila Williams explained to the committee the reason for the low numbers on the MBE/WBE goals.

Authorizing a $1,588,888.00 contract with B & R Insulation, Inc., for Project No. 2001C11E - Phase 1 Demolition - Terminal Improvement Project at Kansas City International Airport and appropriating funds in the amount of $1,750,860.22.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS"
Russ Widmar, Director, Aviation, stated that this contract would begin Phase I demolition in all terminals. He also stated that MBE/WBE goals had been met.

Authorizing a three year $300,000.00 contract with Spencer Fane Britt & Browne LLP to provide bankruptcy legal services to the Aviation Department.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS"
Dorothy Campbell, Law Department, spoke on behalf of this ordinance. She stated that this was a law contract through the Aviation Department. Ms. Campbell also stated that this year's contract amount would be the same as last year's but the firm would raise the contract by 6% next year. Ms. Campbell stated that while there were no MBE/WBE goals set for this contract, the firm agreed to partner with minority agencies.
