Calling an election on November 8, 2016, for the purpose of submitting to the voters of Kansas City a question presented by a committee of petitioners through an initiative petition enacting three sales taxes totaling three-quarters cent for 25 years each for the construction of a light rail system, including a fleet of electric buses; enacting the sales tax ordinance contingent upon voter approval; directing the City Clerk to notify the responsible election authorities on or before August 30, 2016; and recognizing this ordinance as having an accelerated effective date because it calls an election.

Reducing the Contingent Appropriation of the General Fund by $160,417.00; appropriating that same amount to the Indigent Court Defense account of the General Fund; and authorizing the Administrator of the Municipal Court to execute a one-year $1,240,417.00 contract extension with Legal Aid of Western Missouri for the legal representation of indigent defendants in Kansas City Municipal Court.

Paul Berardi, Chief, Kansas City Fire Department testified that this legislation would allow the total length of time that a person has previously served as a member of the fire department to include the length of time that former employees of the Municipal Ambulance Services Trust (MAST) were employed with such Trust from January 1, 2009, until becoming employees of the City; with regard to computing the age of a person pursuant to Section 2-233 of the Code of Ordinances.

Estimating and appropriating $150,000.00 in the Neighborhoods Grants Fund for the First Annual Veteran’s Career and Resource Fair; and designating requisitioning authority.

Gary O'Bannon, Director, Human Resources, testified that this ordinance would estimate and appropriate $150,000 to fund the 2016 Veterans Career Fair. Resolution No. 150953 directs the City Manager to partner with the Full Employment Council, and other agencies to develop a 2016 career fair that provides networking and employment opportunities for qualified returning (Military) Veterans. The sponsors of the event include, the Full Employment Council, United Way of Greater Kansas City, and Bunker Labs. The goal of the initiative is, to assist eligible soldiers with the transition back into civilian life and into the workforce through various social services and employment opportunities.
