Authorizing a 30-year lease with Aero Kansas City, LLC, for the air freight center at 594 Mexico City Avenue, Kansas City International Airport, to operate an air freight facility.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS"
Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. The property in this ordinance is formerly owned by TWA. This property was used, for thirty years, as a cargo building. The ownership reverted to the City of Kansas City, Missouri on May 31, 2000. There are five hundred seventy-nine thousand square feet (579, 000 sq. ft.) of land located on the property. The building in question is forty-eight thousand four hundred six square feet (48,406 sq. ft.). The city sent out a request for proposal for a Third Party Master LLC. The city received four (4) proposals. Aero Kansas City, LLC was the company that won the bid. Aero Kansas City offered to pay the entire building rental for the next thirty (30) years to the city up front or $3,000,000.00, on the day the agreement is executed. The company would also supplement land rental payments of $127,000.00 per year. Aero has also committed to spending $816,800.00 for additional capitol improvements for this facility within the next three (3) years. The city has reserved three hundred sixty three thousand square feet (363,000 sq. ft.) of adjacent land to the north of the property for future expansion. The five (5) year revenues to the city are 1.454 million dollars which does not include the $3,000,000.00 up front payment.

Authorizing a $95,865.00 contract with DECO Wrecking, Inc., for Project No. 20000061 - Demolition of Building No. 514 (Steam Plant) at Richards-Gebaur Memorial Airport and the expenditure of previously appropriated funds in the amount of $105,704.66.


AVIATION COMMITTEE recommends "DO PASS"
Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance would authorize the demolition of a building located at the Richards-Gebaur Airport. The additional work will include the environmental mediation around the fuel tanks, grating and seeding of all technical areas. The work should be completed within two (2) months. There were five (5) bids on this project.

Authorizing a three year Lease Agreement with two one-year renewal options with Snyder and Associates at Kansas City Downtown Airport for lease of 1,091 square feet of interior space identified as Suite 270.


AVIATION COMMITTEE recommends "DO PASS"
Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. Snyder and Associates is currently located in the Downtown Airport. This is a small manufacturers representative business. The ordinance would extend the current lease until February 28, 2003 with two (2) one year renewals. The total potential revenues from this lease within five years is $66,551.00.

Authorizing a ten-year Lease Agreement with Sky Chefs, Inc., for Project No. C000677 - Lease of the In-flight Food Facility at Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. Sky Chefs is currently leasing space at the Downtown Airport. This company provides in-flight catering to the airlines. The site to be leased is one hundred twenty-one thousand square feet (121,000 sq. ft.) of land and thirty six thousand three hundred square feet (36,300 sq. ft.) of building space. The total rent for the ten year period is estimated to be over $1.4 million.
