Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1075, 2-1076, 2-1077, 2-1078, 2-1079, 2-1080, 2-1086, 2-1100 and 2-1117 which authorizes our job classification and pay system for the next fiscal year, and enacting in lieu thereof sections of like numbers providing for annual maintenance of the system and incorporating Local 3808 collective bargaining provisions and establishing an effective date.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Tom Briggs, Human Resources Department, testified that this ordinance would re-authorize our job classification and pay system for the next fiscal year; thus providing clear direction to operating departments as it relates to issues of employee compensation and job classification. This ordinance also provides for proper, professional maintenance of those systems, to assist in allowing the City to establish a competitive classification and pay system.

Authorizing a $325,000.00 professional, specialized or technical services contract with Mid America Assistance Coalition for the Low Income Assistance Program Project; and authorizing three successive one-year renewal options without further City Council approval.

Terry Leeds and Sean Hennessy, Water Services, testified that this ordinance would authorize a $325,000.00 professional, specialized or technical services contract with Mid America Assistance Coalition for the Low Income Assistance Program Project; and authorize three successive one-year renewal options without further City Council approval. To assists eligible low-income families with payment of their bill for water services.

Authorizing a $1,089,758.00 professional, specialized or technical services contract with Ancor Information Management LLC d/b/a Utilitec for the Water Bill Printing and Mail Services Project; and authorizing four successive one-year renewal options without further City Council approval.

Terry Leeds and Sean Hennessy, Water Services, testified that this ordinance would authorize a $1,089,758.00 professional, specialized or technical services contract with Ancor Information Management LLC d/b/a Utilitec, to provide water bill printing and mailing services for correspondence to be sent to Kansas City, Missouri and wholesale customers.

Estimating revenue in the amount of $1,050,000.00 in the Capital Improvements Fund; appropriating $1,600,000.00 in the Capital Improvements Fund for repairs to the Bartle Hall Sky Station; authorizing a contract with A. Zahner Company in the amount of $1,300,000.00, and recognizing this ordinance as having an accelerated effective date.

Eric Bosch, Chief Architect, testified that this ordinance would authorize and appropriate $1,600,000.00 for repairs to the Bartle Hall Sky Station. The repair is needed as a result of a lightening strike, which damaged the structure.

Megan Krieger, City Manager's Office, testified that this ordinance would approve contracts with various agencies in the amount of $1,439,800.00 for events and projects approved by the Neighborhood Tourist Development Fund Committee.

Estimating revenue and adjusting appropriations in various funds; identifying accounts to roll forward to Fiscal Year 2016-17; authorizing the potential use of the General Fund's emergency reserve; and recognizing this ordinance as having an accelerated effective date.


FINANCE AND GOVERNANCE COMMITTEE recommends "HOLD ON AGENDA (4/13/2016)"
Scott Huizenga, Finance Department, testified that this ordinance would establish new appropriations, and revenue estimates, as well as reduce accounts based on projected surpluses; in an attempt to at least partially close the projected General Fund deficit that was projected in the 3rd Quarter Analysis.
 
 1. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
