Authorizing a $1,300,000.00 Amendment No. 1 to an Agreement with Burns and McDonnell Engineering Company, Inc. for Project No. 20030256 – Aviation Facilities Development at Kansas City International Airport and Charles B. Wheeler Downtown Airport and the expenditure of previously appropriated funds in the amount of $1,300,000.00.

Aviation Director Mark VanLoh stated that this was a Design Professional Agreement with Burns and McDonnell for consulting services.

Authorizing a $284,991.72 Amendment No. 1 to an Agreement with IMDC, Inc. for Project No. 62040281 – Airfield Lighting Rehabilitation at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $313,490.72.

Aviation Director Mark VanLoh stated that this ordinance approved airfield lighting at various locations at the airport.

Authorizing the execution of a Grant of Easement to Missouri Gas Energy for the new rental car facility at the Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that this ordinance gives Missouri Gas Energy permission to lay gas lines for the new car rental facility. The lines should circle the entire facility. Mr. VanLoh also stated that the construction on the facility was currently a few weeks behind schedule. The contractors hoped to be back on schedule because of the increase in activity brought on by the mild weather.

Authorizing a First Amendment to the KONE, Inc. contract for Project No. C010060 – Elevator and Escalator Service and Maintenance Contract for the Kansas City Aviation Department increasing the total contract amount to $1,275,000.00 and the expenditure of previously appropriated funds in the amount of $375,000.00 for Contract Year 4.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that this contract was for escaltor and elevator rennovations at the airport. Currently, there are only two or three companies that supply equipment to fix the type of escaltors at KCI. The contract was done through an RFP and will expire in 2007. Since the contract had been approved there has been one MBE/WBE contractor that has been certified to work on this type of equipment. Before the contract is rebidded next year the goals will be re-examined.

Authorizing a contract with Overhead Door Company of Kansas City. for Project No. C060278 – Automatic Doors Service and Maintenance for Passenger Terminals and Parking Garages at Kansas City International Airport


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Aviation Director Mark VanLoh stated that the ordinance was to allow company to door repairs and replace parts at the airports. The company submitted the best lowest bid. Councilwoman McFadden-Weaver asked why the MBE/WBE goals had been waived. According to Phil Yelder, Human Relations Director, the contract originally waived the MBE/WBE requirements because the department could not find any companies that provided the services needed. Since the issuance of the contract the department has been able to find one company that falls into the MBE/WBE category. The current contract expires on April 30th. Human Relations will get clarification on goals before any new contract is approved.

Authorizing a Facility Repair and Maintenance Contract with Linc Facility Services at the Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated this ordinance allowed the department to enter into a contract for maintenance of equipment (parts for bridges and baggage systems) at the airport. The company has met all MBE/WBE goals.

Authorizing a $3,290,256.00 agreement with Landrum and Brown, Inc. for Project No. 62040287 – Update Airport Master Plan at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $3,627,508.00.


AVIATION COMMITTEE recommends "DO PASS"
Aviation Director Mark VanLoh stated that every 10 years the FFA asks airports to update their Master Plan. The 10 years is up and this ordinance allows the Master Plan to be updated. The department will also do a noise study to see how has impacted the area around the airport. There is also plans in the works for planning future airport growth.

 There will be a general discussion of current Aviation issues. There was a brief discussion on handicap access at KCI. Councilman Skaggs stated that he had been receiving emails and calls from citizens concerned about the handicap access at KCI. Aviation Director Mark VanLoh stated that a few years ago an agreement had been reached that provided handicap services to passengers because the shuttle buses were not equipped for handling the handicap passenger. At the beginning of 2006 the shuttle buses were all finally equipped for handicap access for the agreement has expired. There is still handicap parking and services available at the airport. There is also short term and long term parking at KCI. With the completion of equipping the shuttles the parking prices have again gone back up. Most of the issues raised by concerned citizens have been resolved.
